Responsibilities

The following are the duties of this position at the GS-13 Affordable Housing Specialist . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

-Develop policies for the HOME and HTF programs, and the Consolidated Plan.

-Responsible for program operations within assigned geographic areas.

-Develop regulations, notices, handbooks, and other policy issuances, for the HOME Program and HTF.

-Monitor policy documents.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of Community Planning and Development (CPD), Office of Affordable Housing Programs. CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

To be qualified for this position at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized Experience includes tracking any changes in Federal or State regulations and ensuring those changes are implemented in program policies. Examples of such experience includes:
- Developing policies or regulations for the HOME Investment Partnership program or the Community Development Block Grant (CDBG); OR
- Analyzing/interpreting statutory and regulatory requirements for affordable housing programs; OR
- Participating in the development of new legislation or ordinances or the revision of existing laws and ordinances for affordable housing programs.

To be qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized Experience includes assisting in tracking any changes in Federal or State regulations and working with others to make sure those changes are implemented in program policies. Examples of such experience includes:
- Assisting in developing policies or regulations for the HOME Investment Partnership program or the Community Development Block Grant (CDBG); OR
- Providing information and guidance to program participants; OR
- Assisting in analyzing/interpreting statutory and regulatory requirements for affordable housing programs.



To be qualified for this position at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-9 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized Experience includes assisting in interpreting program regulations and policies, tracking changes, and responding to various types of inquiries regarding any changes. Examples of such experience include:
- Preparing written correspondence to various audiences regarding affordable housing programs; OR
- Assisting in interpreting statutory and regulatory requirements for affordable housing programs.; OR
- Gathering and presenting information regarding affordable housing policy changes.

OR
Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR
Combination:
You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience. For example, 50% of the requirements for a PhD and 6 months of specialized experience.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12level for 52 weeks.

For the GS-12, you must have been at the GS-11level for 52 weeks.

For the GS-11, you must have been at the GS-09level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
