Responsibilities

Serve as senior accountant group lead in the Division of the Comptroller (DC), Financial Reporting Branch (FRB), which is responsible for the agency's accounting policy and general accounting operations and reporting. Will perform general accounting duties consistent with the functional responsibilities of the branch within the Division. Typical assignments include: assisting in the formulation, review and improvement of accounting policy, procedures and practices for NRC in conforming with Treasury, GAO and other procedures and practices; monitoring generally accepted accounting principles as promulgated by authoritative bodies (OMB/Treasury/FASAB/etc.) and interpreting their impact on the accounting and financial management operations of NRC; reviewing and approving accounting transactions; reconciling accounts; preparing accounting reports; reviewing, analyzing and resolving various accounting related matters; reviewing, approving, and submitting financial reports to OMB and Treasury; leading and rendering assistance to the branch staff on accounting and finance related matters; and participating in reviews and special assignments designed to improve internal controls and operating procedures.

The idea candidate will possess:

Substantial knowledge, ability, and experience in interpreting and applying generally accepted accounting principles, standards and practices, including knowledge of federal accounting standards as they relate to accounts receivable, reconciliation, and requirements for preparing federal financial statements. Knowledge of Federal accounting in accordance with Federal Accounting Standards Advisory Board (FASAB) accounting principles and standards and financial reporting in accordance with OMB and U.S. Treasury Financial Manual (TFM) reporting requirements. Knowledge of the U.S. Treasury Standard General Ledger and its application to core financial system transaction processing. Experience may include performing or leading monthly, quarterly and year-end accounting close activities, interacting with financial auditors, preparing financial statements, or preparing financial reports (e.g. Annual Financial Report (AFR), Government-wide Trial Balance Accounting System (GTAS) reporting, Intra-governmental Scorecard reporting, Report on Budget Execution (SF-133), Digital Accountability and Transparency Act (DATA) reporting or similar Federal financial reports). Evidence of knowledge, ability, and experience may be based on recognition of a candidate's exceptional performance (e.g., awards, advancements, appraisals) and direct, recent experience that required interpretation and application of accounting principles and standards.

Extensive knowledge of computers (especially PC applications) and computer systems and software related to financial and accounting operations.

Extensive ability to interpret data from accounting and financial reports and assist in the development of such reports and preparation of accounting workpapers.

Extensive skill in presenting information, ideas and advice in a clear, concise, and logical manner, both orally and in writing.

Extensive ability to establish and maintain effective work relationships with all levels of personnel.

Qualifications

All candidates must have at least one year of specialized experience at the next lower grade level in the Federal service. Specialized experience is defined as extensive and direct experience leading financial statement reporting and accounting period closeout activities, expert level knowledge of Federal or AICPA accounting policies and guidelines, as well as experience with major financial accounting systems. Additionally, all qualified applicants should demonstrate extensive experience working independently with auditors on issues related to financial reporting, internal controls, and implementing financial management requirements for their organization.

Applications will be accepted from internal employees of the U.S. Nuclear Regulatory on a permanent or competitive Term appointment, other permanent Federal employees who have completed a 1-year probationary period, and reinstatement eligible.

Education

Knowledge of accounting principles and standards as evidenced by a four-year degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (the 24 hours may include up to 6 hours of credit in business law), OR an equivalent combination of college-level education (24 semester hours in accounting courses), training that provided professional accounting knowledge and accounting experience. NOTE: CPA, CGFM, or MBA is not required, but is desirable.

To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145 (b) waiver you need favorable education verification, and reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.

The NRC is a zero tolerance agency with respect to illegal drug use. Individuals selected for this position will be subject to pre-appointment drug testing unless currently in a NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.
