A RESUME AND COVER LETTER ARE REQUIRED TO APPLY FOR THIS POSITIONReports to: Director of Human ResourcesSupervises: Staff Assigned in Human Resources Unit (HR)Maryland Legal Aid's (MLA) assistant director of human resources is responsible for assisting the human resources director with the overall administration, coordination and evaluation of the human resource function and supervision of staff assigned. A major area of focus is on recruiting, screening and the referral of candidates for available positions. The assistant director provides leadership, support, advocacy and vision to hiring managers and others involved in the hiring process throughout the organization. requires considerable skill in interviewing techniques, knowledge of positions and functions, organizational structure, policies and procedures, and federal, state, and local laws regarding employment practices. This position provides management and administrative support to the HR function as needed (eg, written correspondence, record keeping, file maintenance, and the Human Resource Information System (HRIS).Essential Functions Recruitment and Hiring:Manages staff requisitions.Meets with hiring managers to develop specific recruiting plans.Develops and maintains professional relationships with law school, college, university and community college placement offices as a source to generate qualified applicants.Schedules and attends job/career fairs with appropriate staff to generate qualified applicants.Provides general information about MLA and services provided, and employment opportunities, to potential applicants and recruitment sources.Develops and conducts training programs for hiring managers with the goal of improving recruiting and hiring efficiencies and reducing turnover.Researches, analyzes, prepares and presents hiring statistics, including turnover rates.Maintains records on recruiting activities.Prepares position vacancy announcements for circulation internally and externally.Communicates with applicants verbally and in writing, as required.Maintains applicant tracking system and website postings.Placement of advertisements with publications, social media, and other appropriate sources.Manages requests for background screenings with approved vendor(s).Administration:Plans, organizes and controls activities assigned in the HR Unit.Drafts policies, procedures, and job descriptions.Monitors and tracks performance appraisals for all staff.Manages governmental reporting for HR.Manages audits of benefit programs.Conducts salary surveys, recommends salary placements, and drafts confirmation of employment letters.Participates in new employee orientation and onboarding of new hires.Oversees all employee benefit plans, enrollment, billing, and COBRA continuation coverage.Manages and assists with ACA reporting.Resolves employee complaints related to benefit programs.Maintains knowledge of HR trends and legislation and ensures organization's compliance.Completes HR related grant activity reporting.Prepares HR related information for funding applications and grant proposals.Assists the HR Director in the daily administration of other HR services.Minimum :Bachelor's degree in a related field, SHRM and/or HRCI certification, plus a minimum of seven (7) years HR experience. Excellent organizational and time management skills. Proficiency with ADP/HRIS, or other comparable software including applicant tracking systems, and Microsoft Office, particularly Word, Excel, Outlook, and PowerPoint.EQUAL OPPORTUNITY EMPLOYER
