Fairfax County, a diverse, dynamic and growing jurisdiction in the Washington D.C. metropolitan area, is seeking a supervisory level professional planner and/or transportation/traffic engineer. Work assignments will be focused on the land development process providing exposure to a variety of transportation disciplines including traffic operations, road construction, transit, transportation demand management (TDM), right-of-way, and pedestrian/bicycle that will have application to a diverse and complex land development caseload. Primary assignments will include: review and analysis of the transportation characteristics of development proposals and identification and pursuit of measures to address network impacts; lead interactions with staff, the development community, citizens, advisory groups, task forces, and elected officials; preparation of written reports and public presentations that are related to these assignments; supervision of professional staff; and leadership of section initiatives. Fairfax County faces a myriad of transportation challenges and this position will be one to bring innovative, solution-oriented ideas. Illustrative Duties

Depending on the program or functional area of assignment, performs the following tasks:
  • Plans, manages and supervises the activities of a program, functional area, unit or subsection of a major unit such as Facilities, Operations and Maintenance, SAS, Modeling, et al. Supervises transportation/transit professionals and technicians of the program or functional area that are engaged in the preparation, review, monitoring and implementation of transportation/transit plans, studies and programs;
  • Conducts or assists in conducting advanced transportation studies, technical analyses, traffic demand management and bus service planning;
  • Maintains working knowledge of state and federal legislative issues as they relate to area of responsibility and makes recommendations for process changes as needed;
  • Prepares, presents and discusses reports, recommendations and findings with citizens, other agencies and officials from county, state and national organizations;
  • Represents the unit or division at community, state and national events.


Required Knowledge Skills and Abilities

Depending on the functional area of assignment, must possess the following KSAs:
  • Considerable knowledge of mission, goals, and objectives of the organizational unit, program, or activities to which incumbent is assigned;
  • Thorough knowledge of transportation planning/analysis software, word processing, spreadsheet, and presentation software;
  • Knowledge of effective supervisory methods, practices and techniques;
  • Thorough knowledge of local government areas of specialization, including transportation planning, management procedures, and principles of supervision;
  • Ability to apply interpersonal skills to resolve conflicts and to maintain effective communication with staff;
  • Ability to apply principles of leadership, creative problem solving, collaboration, decision making, and team building;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus five years of progressively responsible transportation planning related experience. The years of experience should include at least one year in the specific area of assignment (for e.g., SAS, modeling, facilities maintenance, et al).

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Strong background in land use and transportation planning. Proven supervisory and leadership experience to create a positive and productive workplace. Professional license in engineering or planning. Ideal candidate will have experience in: evaluating transportation network impacts of land use proposals, negotiation skills, coordinating with local, state, and federal government organizations; establishing and maintaining effective working relationships with government officials, the development community, colleagues, and the general public; working with the public and officials on transportation issues; GIS and traffic impact analysis, strong analytical skills, excellent oral and written communications skills; ability to organize and coordinate multiple projects and assignments and establish priorities; and ability to work independently and follow through on assignments with minimal direction.

PHYSICAL REQUIREMENTS:
Work is generally sedentary, however, employee may be required to do some walking, standing, bending, and carrying of items under 25 pounds in weight. All duties performed with or without reasonable accommodations.
