Job Announcement

Performs a variety of professional-level HR functions providing the full range of support for the Sheriff's Office Human Resources Branch to include providing information, recommendations and assistance to staff with payroll, Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) and worker's compensation processing; recruitment and selection; employee onboarding and out processing; position classification and descriptions; research and reporting; and interpreting applicable county and agency payroll and leave policies as well as procedures. The incumbent will implement and administer a wide range of human resource activities for the agency under the general supervision of the HR Manager. Serves as the backup to the HR Manager in his/her absence.

Illustrative Duties

  • Administers human resources programs for Department, i.e, tuition assistance, pay for performance, FMLA.
  • Assists with employee relations issues.
  • Assists with workforce planning initiatives
  • Researches and provides analysis of HR issues and initiatives.
  • Assists with recruitment processes.


Required Knowledge Skills and Abilities

  • Basic knowledge of principles of HR administration and management principles and practices.
  • Basic knowledge of federal, state, and county laws, regulations and ordinances pertaining to human resources.
  • Ability to use computer hardware and software.
  • Ability to gather and analyze data.
  • Ability to establish and maintain effective relationships with applicants. employees, and County officials.
  • Ability to speak and write effectively.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field.

BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

PREFERRED QUALIFICATIONS:
  • Three or more years of human resources experience, assisting in or performing duties in the areas of recruiting, payroll, benefits, new hire orientation/on-boarding, performance management, workforce planning, and/or compliance reporting.
  • Demonstrated experience assisting with or managing HR compliance and reporting requirements pertaining to Family Medical Leave Act (FMLA), and Americans with Disabilities Act (ADA).
  • Strong knowledge/understanding of the county's employment policies and procedures, compensation procedures, position attributes, job attributes, county benefits, etc., to be a resource for employees and supervisors.
  • Basic knowledge of federal, state and county laws, regulations and ordinances pertaining to human resources.
  • Proficiency and experience using human resources-related county systems, such as FOCUS-HCM, NeoGov, PEAQ, and JDMS.
  • Strong written and oral communication skills with S proficiency with Excel, Word, and Outlook.
  • A bachelor's degree in Human Resources or a related field.

PHYSICAL REQUIREMENTS:
Ability to work effectively under stress. Ability to communicate clearly & concisely, both oral and written. All duties are completed with or without reasonable accommodation.

NECESSARY SPECIAL REQUIREMENTS:

The appointee Is required to complete a public safety criminal background includes that includes a polygraph, credit check and psychological examination to the satisfaction of the employer.
