Job Announcement

Lead position for the Fairfax Connector fiscal management. Works as part of a fiscal team to provide strategic budgeting and financial management support for Fairfax Connector transit system budget, Fund 40000 (County Transit System). Develops, executes, monitors, analyzes and reports on Fairfax Connector's operating budget of approximately $100M. Prepares short and long-range forecasts. Provides strategic budget guidance, particularly with regards to contracted services. Researches and analyzes the fiscal impact of policy and/or program changes, develops recommendations, and presents findings. Provides comprehensive budget and financial management support to several large service areas. Researches budget and finance requirements and develops related budget and financial management policies, processes and tools that ensure efficient and effective operations, strong internal controls, and accurate financial reports. Completes required deliverables for the annual budget, third quarter and carryover processes, the state grant requirements, and internal and external audits. Must be able to think critically, solve problems, and balance multiple priorities and tasks.

Illustrative Duties

  • Participates in the formulation and documentation of agency fiscal policies and procedures;
  • Oversees the maintenance of numerous fund/subfund accounts;
  • Reviews long range revenue and expenditures estimates to ensure availability of funds;
  • Prepares or oversees the preparation of large agency budget;
  • Researches budget, finance and procurement requirements, analyzes impact on current operations and recommends means of implementation.


Required Knowledge Skills and Abilities

  • Considerable knowledge of the principles, methods, and practices of governmental budgeting and fiscal management and the ability to apply them to complex governmental systems;
  • Considerable knowledge of federal, state and county policies, procedures, regulations and legislation impacting the maintenance of financial records;
  • Ability to effectively supervise and coordinate the activities of staff;
  • Ability to develop and implement fiscal policies and procedures.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus four years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Experience in four or more of the following areas:
  • Considerable knowledge of, and three years of experience with governmental budgeting, to include forecasting, revenue analysis, grants management, financial auditing, and managing multiple funding streams.
  • Experience within local or state government.
  • Demonstrated ability to work with and review details, and ability to effectively synthesize information for appropriate audiences.
  • Experience with researching, preparing, and presenting reports to senior managers, and/or various committees, boards, and commissions.
  • Identifying work flow issues and developing solutions.
  • Transit or transportation funds management, preparing multimillion-dollar budgets, and experience with SAP financial/accounting software.
  • Experience with Pivot tables, Microsoft Office Suite applications, including high-level proficiency with Microsoft Excel to analyze and manipulate data.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however employee may be required to do some walking, bending, and carrying of items less than 25 pounds in weight. Acuity is required to read data on computer monitor, and incumbent must be able to operate keyboard driven equipment. All duties performed with or without reasonable accommodations.
