Job Announcement

Manages large scale park capital improvement projects through all lifecycle phases including scope determination, design, and construction. Park projects include new or renovations to recreational facilities, synthetic turf and grass athletic fields, golf courses, irrigation systems, and other major maintenance work. In this capacity, the project manager is responsible for identifying project scope, preparing project budgets and schedules, conducting stakeholder and project team meetings, and implementing the design and construction phases for assigned projects. Responsible for bringing projects to successful completion according to approved budgets and schedules. In order to achieve project goals and objectives the manager: selects consultants, reviews and guides the architectural and engineering design phase, manages permitting activities, prepares bid documents, advertises and selects qualified contractors, and implements the construction phase of assigned projects. Applies current construction management practices to resolve challenges encountered during project lifecycles; works closely with the project team and other agencies; conducts field inspection for horizontal and vertical facilities to ensure compliance with county and state codes; leads design and construction meetings; prepares and presents reports to stakeholders; prepares project board items; and updates status reports for ongoing projects on a regular basis. Physical ability to conduct field inspections including climbing stairs and walking on unimproved land is necessary. Utilizes AutoCADD or other software to view and check drawings, GIS, Microsoft desktop applications such as Word, Excel, PowerPoint, MS Project, and other applications to prepare and update project schedules, project status reports, project specifications, technical reports, interagency correspondence, project bid documents and manuals, presentations, and cost estimates.

Required Knowledge Skills and Abilities

  • Knowledge of topographic and construction surveying;
  • Knowledge of common methods and equipment used in building, maintenance and facility construction and of inspection methods used in reviewing such work;
  • Knowledge of real property descriptions;
  • Knowledge of the Public Facilities Manual, the Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction and land disturbing activities in Fairfax County;
  • Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
  • Knowledge of Fairfax County Purchasing Resolution and agency-specific A/E contracting requirements;
  • Ability to negotiate contracts and amendments;
  • Ability to enforce contractual specifications;
  • Ability to plan, monitor, direct and coordinate the work of a multi-disciplinary team(s) and/or subordinates;
  • Ability to review construction documents and proposals for cost evaluation and compatibility with County standards, guides and operational needs;
  • Ability to work effectively with construction contractors, design professionals, engineers, code enforcement and zoning personnel;
  • Ability to prepare technical reports and to present findings in a clear and concise format;
  • Ability to communicate and interact effectively with the public, senior County and State officials and citizen groups;
  • Ability to coordinate, conduct and facilitate meetings with public groups, citizens and other project stakeholders;
  • Ability to use a computer for word processing, preparation of spreadsheets, e-mail, and presentation materials.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university with a bachelor's degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; plus five years of experience in the management of large and complex construction or maintenance projects to include two years managing multi-disciplinary teams with multiple contractors.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a check of the Child Protective Services Registry, and a driver's license check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Knowledge of the principles and practice of park and/or public facility design, construction, and maintenance. Experience in project and program management of capital improvement projects, contract management, collaboration, and teamwork. Excellent oral and written communication skills and a demonstrated ability to lead and manage diverse project teams. Familiarity with topographic and construction surveying methods. Experience with project management software, Microsoft desktop applications such as Word, Excel, and PowerPoint, and GIS and/or GIS-based tools/applications.

PHYSICAL REQUIREMENTS:
Some field visits required to park and construction sites. Operation of vehicles. Ability to conduct field inspections including climbing stairs and walking on unimproved land. All duties performed with or without reasonable accommodations.
