Responsibilities

  • Participate in technical phases of development of individual textile heraldic items
  • Research the manufacturing processes of existing production techniques and textile applications
  • Appraise the capabilities and qualifications of industrial concerns
  • Review bid proposals and make pre-contract award inspections of plants
  • Maintain liaison with representatives of industry to ensure application of applied research and development advances to heraldic projects and problems
  • Serve as project manager during life of contract

Experience Requirement: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience for the GS 09 level is defined as : Requires practical experience in assisting with yarn manufacturing processes, fabric manufacturing, finishing fabric, automatic embroidery manufacturing, flag manufacturing, and knowledge of textile industry; Assist and complete each project within the established time frame and guidance; and knowledge of basic quality control procedures.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-07.

Specialized experience for the GS 11 level is defined as: Requires practical experience in yarn manufacturing processes, fabric manufacturing, finishing fabric, automatic embroidery manufacturing, flag manufacturing, and knowledge of textile industry; follow established procedures to assess critical or major production problems; plan and complete each project within the established time frame and guidance; develop textile items, research production techniques, and appraisals of the
capabilities of industrial concerns.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-09.

For this job, you may qualify if your education meets the definitions below:

For Education substitution at the GS 09 level:

1) Qualifying based on education alone: Education may be substituted for specialized experience with a Master's (or equivalent graduate degree), 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, or LL.B or J.D (if related).
2) Qualifying based on a combination of education and specialized experience: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 1 year (18 semester hours) by 18. Add the 2 percentages. Note: For the purpose of qualifications, 1 full year of graduate education is equivalent to 18 semester hours.

For Education substitution at the GS 11 level:

1) Qualifying based on education alone: Education may be substituted for specialized experience with a Ph.D. (or equivalent graduate degree), 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, or LL.M (if related).
2) Qualifying based on a combination of education and specialized experience: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 2 years (36 semester hours) by 18. Add the 2 percentages. Note: For the purpose of qualifications, 1 full year of graduate education is equivalent to 18 semester hours.
