Responsibilities

As a Supervisory Budget Analyst, you will:
  • Supervise a group of employees performing work at the GS-14 level and below; provides administrative and technical supervision necessary for accomplishing the work of the unit.
  • Perform the administrative and human resource management functions relative to the staff supervised.
  • Perform budget execution work involving the most difficult fund control activities including adapting budgetary policies, analytical methods, and regulatory procedures for use by subordinate echelons and/or their colleagues throughout the Agency.
  • Review and evaluate information and data concerning the budget for a significant organizational component or a program with national impact. Administers the planning and formulation of the operating expense budget request for the entire Agency.
  • Supervise prepare of the Agency-wide operational expense budget presentation for top management officials, development of effective strategies to external reviewers.
  • Review and evaluate the budget presentation data and materials to ensure that Agency priorities and objectives have been addressed.
  • Interpret and assess the impact of new and revised Congressional legislation on the formulation of subsequent annual operational budget requests. Develops new methods and techniques of budgeting for the forecasting of the Agency's long-range funding needs.
  • Present the budget for the organization to Agency Senior Leadership; oversees development of the Agency's justification.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

Qualifications

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: managing the formulation and justification processes of a budget; (b) preparing, reviewing, modifying, and providing quality control over budget proposals, budget formulation, and budget reporting products; and (c) providing expert analyses of budgetary data throughout the formulation and execution phases.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
