Responsibilities

This is a Direct Hire Public Notice, under this recruitment procedure applications will be accepted for each location/ installation identified in this Public Notice and selections are made for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application.

As a PROGRAM ANALYST, you will be responsible for the following duties:
  • As a senior analyst at the Department level, the incumbent is responsible for the program integration and assessment of the Director of Defense Research and Engineering for Advanced Capabilities DDRE(AC) portfolio, with particular attention to the financial management aspects of Research Development Test & Evaluation (ROT &E) programs.
  • Utilizes an extensive working knowledge of all aspects of Planning, Programming, Budgeting, and Execution (PPBE), including in-depth understanding of the Military Interdepartmental Purchase Request (MIPR), Inter-Agency Agreements
    (IAAs), and Service / US Combatant Command (CCMD) financial processes, requirements and procedures.
  • Maintains detailed and complete working knowledge of all DoD and OMB financial and acquisition regulations with regard to the DDRE(AC) portfolio.
  • Supports senior leadership and principal decision processes by skilled work within an extensive series of financial databases supported by Washington Headquarters Services including the Defense Agencies Initiative (DAI), Hyperion (DAI Budget Formulation), and Oracle Business Intelligence Enterprise Edition (OBIEE) report modules.

  • In accordance with Defense Acquisition Workforce Improvement Act, the incumbent is required to sign a critical acquisition position service agreement to remain assigned to the position for three years.


Qualifications

You may qualify at the NH-IV grade level, if you fulfill the following qualification requirement:
One year of specialized experience at the NH-III pay band or equivalent grade level, generally GS-13, in the Federal service or equivalent private or public sector. Specialized experience is defined as experience managing resources of a large, complex research development test and evaluation portfolio supporting the full spectrum of planning, programming, budgeting and execution activities to include the utilization of tools and processes to manage these resources. Examples of tools and processes include: Washington Headquarters Services Defense Agencies Initiative (DAI) Procure to Pay (P2P) funding document generation module; Hyperion budget formulation portal; Military Interdepartmental Purchase Request (MIPR); Inter-Agency Agreements (IAAs); and R-2 Budget Justification using the DTIC/Comptroller XML portal.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

PPP PILOT: The Washington Headquarters Service is currently operating under an approved reengineered Priority Placement Program (PPP) pilot for all positions in its serviced workforce.
