Summary

The Office of Intelligence and Counterintelligence is responsible for timely information, direct policy support and analyses. Provide technical expertise in support of the nations nonproliferation and national security interest and developing and implementing an effective Counterintelligence Program for the Department. Ensure the effective use of intelligence information regarding nuclear weapons, nuclear proliferation, nuclear materials, terrorist-related activities and potential threats.

Responsibilities

As a GS-14 full performance, Information Technology Specialist (Application Software), you will:
  • Serve as the technical project manager for the Applications Development and Service Desk team.
  • Oversee the Department of Energy Counterintelligence Software Portfolio, which defines all current and future software development efforts with priority, funding status, stakeholders, and assigned project managers.
  • Define the Software Development Life Cycle to support DOE IN's business and mission needs for automated solutions.
  • Perform outreach efforts and/or support stakeholders to obtain areas of opportunity and/or process improvement through use/development of automated solutions.
  • Oversee contractor staff in performing Alternatives Analysis, project scope and requirement definition, and cost estimation of proposed projects.
  • Collaborate with other functional areas within the DOE-IN IT organization to ensure mission and priority alignment.

OTHER REQUIREMENTS:

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

Conditions of Employment
  • Eligible candidates for this position must be able to obtain and maintain a DOE Top Secret/Sensitive Compartmented Information (TS/SCI) clearance AND qualify for a Q clearance.
  • As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.
  • Homeland Security Presidential Directive (HSPD-12). A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.
  • If selected, you will be required to complete a Confidential Financial Disclosure Statement (OGE-450) upon entering the position, and annually thereafter.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. For this position, experience must be at least equivalent to the GS-13 level. Specialized experience for this position is defined as:
  • Overseeing the installation, configuration, troubleshooting and operation of customer application systems.
  • Coordinating customer performance requirements and customers support policies and procedures.
  • Managing the daily and long-term management of software and hardware within the organization.

In addition to the above, individuals must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • Ability to communication effectively orally and in writing to express information to individuals groups, taking into account the audience and nature of the information, and make clear and convincing oral presentation.
  • Knowledge of IT Software Development Life Cycle (SDLC) to develop, and/or apply theories, concepts, principles, standards, and methods to design, develop, test, and implement data applications and systems.
  • Skill to management and perform systems engineering and configuration management.
  • Ability to define new functions into existing applications and databases
