Summary

Responsibilities

You will serve as a Budget Analyst, and in this capacity, you will:

-Assist the Budget Officer in planning, developing and formulating the Arts Endowment's budget presentation to the Office of Management and Budget (OMB) and Congress. Assist the Budget Officer is reviewing requests from Arts Endowment offices to ensure inclusion of required activities and proper justification in budget presentations.

-Assist in the formulation of allocations for both OMB and Congressional budget requests. Work with the Budget Officer in resolving funding issues with agency offices and in requesting additional information necessary to develop adequate justification for requested funds.

-Prepare and analyze reports on budget matters for the use of the Budget Officer. Analyses may be incorporated into budget documents or responses to questions from OMB and Congress.

-Monitor current year budget execution involving appropriated funds, interagency transfers and gift funds.

-Assist in year-end closeout of appropriated, interagency, and gift fund accounts; ensures that all current year commitments for program awards are obligated.

-Reviews and approve travel authorizations and travel vouchers in the agency's travel management system, E2.

Qualifications

In order to qualify for this position, you must meet one of the following requirements:

A. At least one year of specialized work experience equivalent to at least the GS-7 grade level in the Federal service performing ALL of the following duties: applying Federal budgetary standards in developing and formulating budget analysis and documents; maintaining spreadsheets and other materials for budget formulation, projections and execution routines; performing analysis and developing reports on budget matters often used for budget presentations. (You must clearly show in your resume and claim on the questionnaire how you meet ALL of these requirements, or you will be rated ineligible).

B. Successful completion of two (2) full years of progressively higher level graduate education, leading to a master's degree, or equivalent degree, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. (You must submit transcripts to document your educational claims).

C. A combination of specialized experience and education, as described above, which when combined, totals 100% of the total requirements. When combining education and experience, first take the total number of semester hours (or equivalent) earned and divide by 54 semester hours (or equivalent); then take the total number of months of experience and divide by 12 months; finally, add the two percentages. The total must equal at least 100 percent to qualify. Only the graduate education in excess of 18 semester hours may be combined with experience to qualify. (You must submit transcripts to document your educational claims).
