Responsibilities

The Associate Executive Director identifies a platform that enables matrix-management of shared CFM facilities planning responsibilities:

Provide management and oversight for planning, architectural, engineering, and estimating disciplines and for the development and maintenance of VA A/E quality standards for VA's built environment; State Nursing Home Grant and Homeless Grant Programs' facility quality control; cost estimating and value engineering; and historic preservation and National Environmental Policy Act (NEPA) compliance issues.

Provide management and oversight to support strategic planning for construction of VA facilities. Oversight will ensure a systematic planning process to identify the current status of facilities, needs, prioritized actions and strategies, and monitoring plans that will establish the development of short and long-range goals.

Provides management and oversight of programs to support asset inventory data management to optimize life cycle costs and facilitate asset preservation for VA facilities.

Provide management and oversight of diligent project planning processes that are critical in establishing the qualities of projects that are necessary to meet client satisfaction and need. Oversight will guarantee early investment in planning, programming and design, and will ensure that the whole-life value of VA facilities is planned with consideration for initial capital costs.

Provide management and oversight of facility solution option evaluations to support the increasing need for new or renovated facilities. Oversight will ensure adequate response to future changes and valuable planning options, and will establish future directions for institutional development in a systematic way.

Provide management and oversight of programs dedicated to effective management of VA portfolio of capital assets to ensure scarce public resources are wisely invested. These programs improve asset management, and ensure compliance with the requirements of applicable mandates. Leadership is provided in affecting policy to support core mission and functions.

Provide management and oversight of development of building design criteria and guides that improve the performance and quality of buildings by following guidance and recommendations. Oversight will ensure needed end-to-end efficiencies in the capital facilities that support standardized interoperability of processes, and ensure improved business function that guarantees accurate building information.

Provide management and oversight for space and equipment planning standards to improve the efficiency, productivity, quality, and safety at VA facilities across the U.S., incorporating strategic facilities planning to deliver research-validated healing environments for our nations Vets. Oversight will ensure continued maintenance and update of VA Space Planning Criteria and Design Guides.

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit a written narrative response to the following ECQs. Your narrative must address each ECQ separately. TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1: In depth Knowledge of Federal Planning, architectural, engineering, and estimating disciplines.

TQ2: The incumbent must posses knowledge and experience in analyzing complex programs and devising highly successful centralized technical support and guidance in support of planning for new construction, renovation, and operation of existing facilities. Inherent to this qualification is the demonstrated ability to asses and prioritize customer needs, to develop with management a strategy to address those needs and an organizational plan to execute the strategy.
