This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), CG C4IT Service Center, CG Telecommunication and Information Systems Command (TISCOM) in Alexandria, VA.

Responsibilities

You will serve as an Information Technology Specialist (CUSTSPT / INFOSEC) and be responsible for managing the package of support functions required to field and maintain the readiness and operational capability of systems components.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Serving as the IT solutions and acquisitions expert, assisting the technical advisor/service manager to procure and maintain complex IT solutions from government and commercial sources. Independently coordinating the development of requirements for complex IT acquisitions for single or multiple service lines, assists with independent price development and market research, and coordinates quality assurance checks on requirements documents.
  • Ensuring that service line requirements are documented in appropriate contracting terminology and documentation. Serving as the consolidated point of contact between IT subject matter experts and contracting professionals; monitors progress of IT acquisitions from inception to award and through maintenance phase.
  • Acting as the Contracting Officer's Representative (COR) for IT service contracts, as well as for software license and hardware acquisitions. Monitoring and reporting on vendor performance in areas that include responsiveness, quality of service, and issue/problem resolution. Monitors deliverable progress and updates the Contracting Officer/service manager on the status of deliverables and problem areas. Coordinating with the Contracting Officer in order to develop solutions to solve vendor deficiencies.
  • Project/Program Manager responsible for accomplishing various analytical studies and/or projects relating to substantive, mission-oriented information technology programs of the United States Coast Guard. Managing projects involving complex programs, systems or issues that have impact on multiple Coast Guard locations and/or units. Coordinating the impact of the project with employees and managers in all affected areas within the agency and with individuals and organizations outside the agency. Conducting in depth analyses of project data, requirements, and impact; identifying problem areas and determines how to resolve them.

Qualifications

To Qualify for the GS-13 : Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-12) that is similar to experience gained in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work. Examples of specialized experience include all of the following:
  • Developing supply chain system, network, performance, and cybersecurity requirements.
  • Leading and overseeing an IT budget, staffing, and contracting.
  • Providing IT customer support services, configuration management, ongoing IT analyses.
  • Assisting with the evaluation of waiver requests for IT security risk implications and apprising management officials of the related findings..

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


  • National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
