Summary

The IT Project Manager (Policy and Planning) is located in the Office of Information Technology and has primary responsibilities in the areas of IT Project and Portfolio Management, budget formulation and execution, acquisition support, electronic records management, and oversight functions. Serves as technical expert and advisor for CNCS concerning IT project and portfolio management; analytical and advisory functions related to IT strategic planning; compliance with laws and regulations.

Responsibilities

IT Project and Portfolio Management
  • Oversees and monitors the Agency's IT investment portfolios identifying risk and making recommendations to OIT management for optimizing IT investment to accomplish strategic objectives.
  • Assists IT managers with developing metrics to measure and evaluate systems performance
  • Performs cost/benefit and business case analysis to support IT investment decisions
  • Conducts audits/reviews of IT programs/projects to determine their effectiveness and advises IT management to inform decision making.
  • Leads teams of IT specialists and subject matter specialists to address problems, compliance matters and potential for application of new initiatives.
OIT Financial Management and Office Administration
  • Conducts OIT budget and financial planning, formulation, and execution activities including drafting budget narratives for OMB and Congressional Budget Justification; interfacing with the CNCS budget, accounting, and procurement offices; and tracking IT expenditures and briefing CIO and Managers on status.
  • Conducts budget/cost, performance, and risk analysis of the IT investment portfolio and makes recommendations to inform OIT Management decisions.
  • Maintains and proposes OIT financial management, acquisition, and internal control policy/procedures.
  • Serves as OIT Records Management Officer and supports the implementation of an office electronic records management system.
IT Governance/Capital Planning and Investment Control (CPIC)
  • Manages agency-wide IT governance projects to support the CNCS CPIC program and agency IT governance bodies.
  • Manages IT capital planning processes and provides technical assistance and training on key processes to stakeholders.
  • Leads IT governance board meeting planning activities including working with chairs to set agendas, developing meeting content, facilitating meetings, providing overall meeting support, and tracking action items to completion.
Information Technology Program and Policy Effectiveness
  • Maintains Agency IT Strategic plans
  • Assesses IT policy needs and develops policies to govern IT activities
  • Provides policy guidance to IT management, staff, and customers
  • Defines current and future business environments, analyzes gaps, and developments plans for transitioning to the target state.
  • Leads teams on broad planning studies impacting substantial IT resources.
  • Analyzing program development and conducts studies to evaluate and determine IT requirements

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to the mid-range of the NY-03 pay band (at, or equivalent to, the GS-13 level) in the Federal service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience may include IT Project and Portfolio Management; budget formulation and execution, acquisition support, electronic records management, strategic planning, and oversight and quality assurance for services offered by OIT.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.
