Responsibilities

The Enterprise Architecture Division (EAD) manages the USPTO Enterprise Architecture (EA) Program. The Division is responsible for defining and maintaining the EA, for providing governance and oversight of IT investments and IT Projects, and for ensuring compliance with the Federal Enterprise Architecture (FEA) program. The Division creates and maintains EA architectures and artifacts; maintains EA data and models; and ensures that the EA data is available to support decision making.

If selected, you will serve as an intermediate IT Specialist and participate in the design, development, documentation, testing, implementation, and support of new or existing applications and databases. The individual selected for this position will be responsible for:
  • Developing/configuring EA applications including the EA repository.
  • Conducting product research and document product capability and categorization independently and for senior Enterprise Architects.
  • Conducting research on emerging technologies for core system technology stack independently and for senior Enterprise Architects.
  • Analyzing and defining data requirements and specifications.
  • Working with higher graded specialists on matters related to existing databases and information systems, problem identification, isolation and resolutions.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for the Information Technology Management Series can be found at Qualifications Standard . You must meet all qualification requirements by the closing date of the job announcement.

Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent to the GS-07 grade level in the Federal service. For this position, such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Specialized experience for this position is defined as:
  • Researching emerging technologies for core system technology stack (i.e., JavaScript, ReactJS, Angular, etc.).
  • Identifying problems and conducts analysis to determine resolution.
  • Utilizing technologies, such as JavaScript, to configure Enterprise Architecture applications.

  • Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    OR

    Master's degree or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

    Additionally, individuals must have IT-related experience demonstrating each of the four competencies listed below:

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application.
