Summary

About the Position: Serves as the Division Chief for the National Guard Bureau, Directorate of Acquisitions, Operational Contracting Division providing direction, guidance, and supervisory oversight to all the division's subordinate supervisors for acquisition program valued at approximately $700 Million annually.

Current Level 3 certification in acquisition career field Contracting is highly desirable at appointment, but incumbent has 24 months of entrance on duty to attain level 3.

Responsibilities

  • Effectively manages, guides, and directs the full range of execution and mission responsibilities within the Division while promoting the objectives and goals of the Contracting Division.
  • Leads and evaluates overall performance of Branch Chiefs within prescribed timelines, criteria and resulting actions.
  • Ensures timely and appropriate evaluations made by Branch Chiefs of subordinate employees on work and administrative matters.
  • Performs full range of pre-award and post-award contract administration for services, commodities, construction and architect-engineer acquisitions.
  • Directs, controls and supervises the preparation, negotiation and execution of procurement programs for a wide spectrum of customer requirements, supporting ARNG, ANG, and Joint Staff.

  • This critical acquisition position requires the ability to obtain and maintain an unlimited contracting officer's warrant authority. Must be able to pass the NG Contracting Officer Review Board (CORB) examination as a condition of employment.
  • The employee may be required to work an uncommon tour of duty (i.e. evenings, weekends, and holidays).
  • May be required to work overtime.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.) NOTE: Transcripts are required even if you are a current federal employee.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

At least four (4) years of experience in contracting or related positions, with at least one (1) year of specialized equivalent to the NH-03 band or GS-13 grade level in the Federal service, or equivalent occupational specialty in the armed forces. Specialized experience is defined as serving as a senior level warranted contracting officer applying a full range of federal contracting laws, regulations, policies, procedures, methods and contract types applicable to pre-award and post-award contract actions for a variety of complex multi-million dollar programs, services, construction and commodities/supplies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).

This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the Business Management and Technical Management Professional career path (NH), broadband level IV with a salary range of $117,191 to $166,500.
