Responsibilities

At the full performance level, you will provide a variety of Supervisory Human Resource Management services in the following areas; providing personnel services to approximately 711 positions classified in different occupational series with include professional, investigative, administrative, technical and clerical.If selected for this position, you will join a well-respected team that is responsible for planning, developing and implementing policies and procedures governing recruitment, selection, placement, merit promotion, classification/position management, employee compensation etc. Typical work assignment will include:
  • Planning, developing, managing and evaluating the day-to-day activities of the section.
  • Ensuring leadership full understands merit promotion principles and continued contribution to sound personnel management practices
  • Making correct classification determinations and/or recommendations on all matters regarding positions.
  • Interviewing candidates for positions and recommends appointments, promotions or reassignments to positions.
  • Developing and establishing hiring assessments based on detailed job analysis and discussion with subject matter experts.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

GS-13: To be eligible at the GS-13 level, you must meet one full year of specialized experience as defined below.

Specialized Experience: One full year of specialized experience equivalent to the GS-12 level. Specialized experience is defined as knowledge of staffing and recruitment principles, laws, regulations and guidelines sufficient to provide management with innovative solutions and strategies to address recruitment and placement needs; providing recommendations that relate position classification to the total management process and other HR programs; ability to establish maintain effective relationships with management, and gain confidence and cooperation of supervisors and managers on difficult issues; and applying complex fact-finding, analytical and problem solving methods and techniques.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
