Summary

The Inspector General (IG) of the Department of Education (Department) heads an independent and objective organization responsible for audit, investigation, and other services related to programs and operations of the Department. The IG provides leadership and coordination and recommends policies for activities designed to promote economy, efficiency, and effectiveness in the administration of programs and operations, as well as to prevent and detect fraud and abuse in such programs.

Responsibilities

Assists the Assistant Inspector General for Investigations (AIGI) in rendering day-to-day executive direction, supervision, and oversight of the Headquarters and field operations of Investigation Services (IS) which includes the following:
  • Directs an outreach strategy, including fraud awareness briefings, to internal and external stakeholders to identify weaknesses or vulnerabilities in the Department's programs and operations that present opportunities for criminal and/or civil fraud.
  • Directs the preparation of reports on conditions disclosed by investigations of allegations and makes recommendations regarding their ramifications, correction, and further prevention. Monitors disposition of report findings to ensure proper action.
  • Develops statements of program goals with necessary resource requirements as guides for the Inspector General (IG) for budgetary hearings and congressional committees. Serves as an expert witness on program objective accomplishments and requirements at budget hearings, or in briefings with members of Congress.
  • Keeps the AIGI informed of significant investigative findings and establishes controls to ensure that appropriate follow-up actions are taken.
  • Assists the AIGI, Deputy Inspector General (DIG), and IG with briefings and other interactions with the Secretary and Deputy Secretary or members, subcommittees, and committees of Congress.
  • Analyzes investigative operations and the productivity of components of IS. Develops and recommends or institutes new or revised policies, procedures, or guidelines governing the conduct of investigations in conformance with Federal laws and rules of criminal procedure, Executive Orders, court decisions, Council of Inspectors General on Integrity and Efficiency (CIGIE) standards, and legal opinions and advice from the Department of Justice. Manages IS resources to ensure their effective, efficient, and economical use.
  • Establishes criteria in accordance with generally accepted investigations principles and techniques for documenting and reporting the results of all investigations. Ensures that investigative methodologies are standardized among the field offices.
  • Compiles statistics and other evaluative data to measure operational and investigative effectiveness and results. Continuously reexamines strategy, trends and personnel requirements in order to make recommendations to the AIGI regarding the appropriate allocation of resources within IS. Conducts management oversight to ensure compliance with IS policies and procedures.
  • Identifies deficiencies in the investigations program and ensures that any such deficiencies are corrected and that optimum investigative results are obtained. This includes the identification of problems involving resources or procedures and, in those instances, referring these issues and recommended solutions to the AIGI, DIG, or the IG, as necessary.
  • Analyzes new or revised legislation, statutes, regulations, policies, Executive Orders, court decisions, and procedures affecting both OIG's and the Department's programs and operations to identify impact on Department programs and operations and on the prevention or detection of fraud, waste, and abuse and ensures that OIG's policies and procedures appropriately conform or are revised as necessary. Also provides the AIGI and other senior OIG staff members advice and recommendations on major program developments, significant problems, and resolutions.
  • Represents IS at conferences and meetings with internal and external partners, customers, and other organizations to discuss items of mutual interest.
  • Provides technical advice relating to investigation matters and keeps the IG and appropriate Department officials informed on the results of ongoing investigation activities.
  • Develops and recommends new or revised investigation programs to allow the Department to effectively carry out its mission and meet normal policy objectives.
  • Coordinates and works with the investigation organizations of other Federal, State, and local agencies in investigation matters.
  • Controls the use and dissemination of reports, files, and information developed by other investigation agencies, e.g., the Federal Bureau of Investigation, the Office of Personnel Management, and the Postal Inspection Services.
  • Develops and implements procedures to aid Departmental officials in the use of information developed through investigation operations and to provide for tracking systems that will alert Department management to investigation matters that need attention.
  • Provides assistance on investigation matters to the AIGI, IG, the Secretary, or other top Departmental officials to support their decisions or policies.
  • Acts as the principal liaison officer with the Department of Justice on all criminal matters involving the Department's programs.

The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible'. ECQs should not exceed ten (10) pages total. When uploading your ECQs, choose the Supporting Document Type called ECQ.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. MTQ 1: Demonstrated experience effectively conducting, supervising and managing complex programmatic criminal and civil investigations of fraud and/or corruption involving federally funded programs and operations.

MTQ 3: Experience in developing investigative policy and initiating actions to facilitate improvement of office investigative techniques, and the coverage, quality and effectiveness of its operations.

TRAINING REQUIREMENT - Selectee must have successfully completed the Basic Criminal Investigator Training Program at the Federal Law Enforcement Training Center, Glynco, Georgia, or an equivalent course.

MEDICAL REQUIREMENT - The selectee must pass a pre-employment physical examination meeting the physical fitness standards established by the Department. The selectee must be physically vigorous, thus enabling his/her to work long hours under adverse conditions.

LAUTENBERG CERTIFICATION - Employees are often required to carry a firearm during performance of duties and must maintain firearm proficiency. This position requires you to be authorized to carry a firearm. Therefore, it is subject to the Lautenberg Amendment, 18 U.S.C. Section 922(g) (9), and you will be required to verify that you have not been convicted of a misdemeanor crime of domestic violence.
