Summary

As an IT Specialist (DATAMGT), you will serve as a technical subject matter expert and consultant for enterprise data management.

Location of position: GSA, Office of GSA IT, 1800 F Street, NW, Washington, DC

The Enterprise Information and Data Management Division advises management on agency-wide performance, data entry design, data warehouse and accessibility, while leading agency-wide data management efforts toward achieving agency goals.

Responsibilities

Applies analytical processes to the planning, design, and implementation of complex information analysis systems with a focus on developing the strategic use of the data to drive decision-making, including designing and undertaking data initiatives, comprehensive data studies, and initiatives for GSA and other participating Federal Agencies. Develops and implements data mining and data warehousing applications; evaluates and provides recommendations on new database technologies, designs and architectures including assessing database performance and implements and/or provides recommendations SQL tuning and other metrics; and ensures the rigorous application of all database information security/information assurance policies, principles and practices in the delivery of database management services to the D2D program. Provides expert technical advice, guidance and recommendations to management and other technical specialists on critical data issues and on new technology developments related to databases and data analytics; serves as one of the authorities in the area of database administration and data management; leads studies affecting broad areas of future data management and database administration operations. Applies new solutions to previously unsolvable problems and makes decisions or recommendations that significantly influence important agency IT systems or programs and communicates complex technical requirements to non-technical personnel and prepares and presents briefings to senior management officials on complex or controversial issues. Develops plans and schedules, estimates resource requirements, defines milestones and deliverables, monitors activities and evaluates and reports on project accomplishments and performs the continuing study, revision, and improvement or adjustment of the entire system. Develops feasibility studies regarding planned or proposed system projects or changes and develops project plans and proposals for presentation to supervisor and senior agency management regarding new systems or major system modifications. Administers and provides guidance to major segments of the D2D data management program in the area of databases, data warehousing, and data lake creation, including evaluating tools and technologies to solve complex data and data analytics problems and using information management tools to assess data quality and provides solutions to D2D customers on how to leverage the D2D platform solve business challenges.

The GS-14 salary range starts at $117,191.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:
  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates "state of the art" technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS:

Specialized experience is defined as experience managing, planning and coordinating the development, execution and maintenance of IT data management processes and functions. Experience must demonstrate working with Drupal content management system functionality and over content management best practices; and experience in a Development, Security and Operations (DevSecOps) environment.

This position is being filled under the Direct Hiring Authority for 2210 positions. The initial temporary appointment will be longer than 1 year but not to exceed 4 years. At the agency's discretion, the temporary appointment may be extend up to 4 additional years. No individual hired under this delegation can serve in excess of 8 years with the same agency.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Skill working with databases like RDS, MySQL, MS SQL, Redshift and other cloud based databases.
  • Skill in applying data mining, data warehousing and database concepts, methods, and technology; data modeling methodologies; and database management systems, operating systems, and technical architecture.
  • Skill in applying IT governing laws, regulations, methodoligies and/or policies

  • Skill in applying Relational Database Management Systems (RDBMS) theory
