**A RESUME AND COVER LETTER ARE REQUIRED TO APPLY FOR THIS POSITION** Baltimore and Northeastern Maryland Region Supervises: Five chief attorneys and two supervising attorneys in region consisting of Baltimore City, and Baltimore, Harford, and Cecil Counties. Essential Function: The Deputy Chief Counsel reports to the Chief Counsel and assists in providing overall management oversight of Maryland Legal Aid's functions, in allocating resources to achieve its mission, and in directing the delivery of high quality legal services for indigent clients of program with 12 full-service offices. Maryland Legal Aid employs over 140 attorneys and more than 250 total staff. Duties and Responsibilities: Supervise Chief attorneys in Baltimore City, Baltimore County, and Northeastern offices as well as attorneys supervising the Housing/Consumer and Family practices in Baltimore City; Evaluate quality and quantity of legal work produced by offices and develop strategies to enhance same; Incorporate a Human Rights Framework and Maryland Legal Aid Strategic Plan into all aspects of program advocacy; Provide advice and consultation to direct reports and their staff on ethics, regulatory issues, and substantive legal questions; Assist in grant and report writing and compliance and program development efforts; Respond to client grievances over denial of representation or ineffective representation; Handle union grievances and participate in collective bargaining negotiations; Provide feedback and meet regularly with Chiefs and supervising attorneys; Ensure completion of administrative tasks, such as leave and training request approvals and travel reimbursements; Coordinate efforts with the Deputy Chief Counsel who oversees other offices; Support Maryland Legal Aid's pro bono and private attorney involvement efforts; Participate in the development and delivery of trainings in substantive law and law practice to staff; and Other duties as assigned by the Chief Counsel. Qualification Criteria: Essential criteria for the Deputy Chief Counsel include the following: A JD degree with at least seven (7) years of experience as an attorney and five (5) years of significant management experience; An experienced litigator with excellent written and verbal communication skills; Highly organized, well-versed in civil law, and actively engaged in the profession; High energy and creative thinker; Admitted to practice in Maryland, or in another jurisdiction, graduate of an ABA approved law school, eligible for admission in the State of Maryland and willing to take first available bar examination. Principal Working Relationships: Executive staff, Chief Counsel, Deputy Chief Counsel, Chief attorneys, Directors of Advocacy, Director of Program Development and Compliance, Director of Development, Director of Communications, Chief of Human Resources, Director of Information Technology, Executive and Administrative Assistants, Advocacy Staff, Judiciary, Bar, funders and contractors, and staff of other civil legal services providers.
