Job Title: Senior IT Controls Analyst JOB SUMMARY J3 Consulting is a consulting firm with extensive experience in the government sector. J3 has worked in the IT Risk and Controls sector for several years and is proud of its positive past performances. J3 is seeking a Senior level IT Controls Analyst with project management and technical experience to support the Verification & Validation (V&V) activities including the assessment and analysis of IT controls as a part of the Federal Information Technology Acquisition Reform Act (FITARA) government policy. RESPONSIBILITIES AND DUTIES Support and drive execution of USDA's FITARA IT Management Maturity Model (ITMMM) Verification and Validation efforts for all USDA mission areas and ITMMM critical functions including IT Governance, Program Management, Budget, Acquisition, Organization/IT Workforce and Cybersecurity Review self-assessments across multiple critical function areas - inspect artifacts and validate justifications for FITARA ITMMM governance Conduct compliance assessments by understanding business objectives, structure, policies and procedures, internal controls, and external regulations Monitor, track and support execution of corrective action plan Conduct benchmarking and market research; assess client performance gaps against industry peers/leaders; develop strategic and tactical recommendations to close IT Control gaps and improve overall performance. Identify trends and patterns in analysis datasets; determine performance drivers and conduct root cause analysis; identify opportunities for improvement and optimization; and develop and present insights and recommendations based on the analysis to key stakeholders and decision-makers Provides ongoing implementation, change/stakeholder management, and strategic communications and documentation support Identify and recommend business process changes resulting in strengthened internal controls Identify workforce and IT governance gaps - produce gap analysis results Engage stakeholders on gaps and provide training for analytical assessment Produce corrective action plan to get USDA to ITMMM Level 3 Maturity in collaboration with USDA stakeholders Monitor, track and support execution of corrective action plan for ITMMM Level 3 Maturity status review and final score assessment Develop and maintain dashboard(s) Ongoing development, automation, SOP and data integration support Provide IT communications and relationship management support Develop and maintain dashboard(s) for performance reporting (eg show status of KPIs and other performance metrics defined) KNOWLEDGE, SKILLS & ABILITIES Intermediate to advance knowledge in computer science, strategic planning, business management and operations, and information technology capability management Advanced writing, problem-solving, analytical, critical-thinking, and time management skills Strong interpersonal communication and stakeholder management skills; proven ability to build positive working relationships Demonstrated ability to thrive and collaborate cross-functionally in a fast-paced, rapidly changing environment while managing multiple, complex issues and competing priorities simultaneously Knowledge of FITARA Policy " Preferred" Knowledge of Software Development Lifecycle processes Knowledge of IT Governance frameworks and practices Knowledge of ITMMM critical functions: IT Governance, Program Management, Budget, Acquisition, Organization/IT Workforce and Cybersecurity Ability to work independently under general supervision with considerable latitude for initiative and independent judgment Effective verbal and written communications, including active listening skills and skill in presenting findings and recommendations EDUCATION & EXPERIENCE Bachelor's degree in Computer Science, Management Information Systems, Information Technology, Business Management or a similar discipline 8 - 10 years' experience as a controls analyst, business analyst and/or consultant, preferably with experience in IT audit management, risk management, IT governance and/or IT controls management
