Position Information

Arlington County's Community Planning, Housing and Development is seeking a dynamic, energetic, and innovative Housing Arlington (HA) Coordinator to manage the County's new HA initiative. The Coordinator will report directly to the Housing Division Chief and assist with determining the initiative's success as the Housing Arlington work encompasses a wide range of housing affordability policies, strategies and programs.

As Arlington's population and employment continues to grow, its housing stock faces considerable pressure, particularly in its ability to house people with low or fixed wages, and people with stable jobs of moderate incomes struggle to move from renting to finding a suitable home to purchase. Housing Arlington is an umbrella program composed of six separate initiatives (Land Use Tools, Financial Tools, Institutional Partnerships, County Employee Housing, Condominium Initiative, and Affordable Housing Master Plan Update) to support the County Board and County Manager's priority to remain an equitable, stable and adaptive community that advances housing affordability.

Coordination, Leadership & Management
  • Leading and facilitating the Housing Arlington (HA) staff team responsible for the development and integrated delivery of the 6 initiatives;
  • Assisting with research, data collection, and analysis; including exploring best practices, effective past and current practice, and creating innovative strategies in housing affordability;
  • Collaborating with initiative staff, CPHD staff, and department staff to ensure HA meets the affordability needs in the County through research, analysis, engagement and implementation;
  • Collaborating with staff to design policies and strategies to implement the initiatives, including with counterparts on design and resource development for comprehensive housing affordability efforts comparable to HA;
  • Collaborating with the Communication dept. staff to produce public information related to HA program, including periodic newsletters, blogs, other forms of media information and reports (quarterly, semi-annual or annual);
  • Representing HA at local, regional, state-wide or national meetings on affordable housing policies;
  • Providing leadership in the overall effort, including working with individual initiative leads to manage data collection and reporting to internal and external stakeholders; and
  • Reconciling the initiatives with current County plans and policies and assessing how the initiatives address current and future housing needs and policies, as well as regional and state conversations about housing policy and emerging practices of housing policy.

Civic Engagement
  • Serving as the lead staff person working with County leadership, initiative and communication staff to ensure effective engagement and messaging to the community about Housing Arlington (HA) and the initiatives.
  • Facilitating public participation in development of HA, including other Counties, County Commissions, stakeholders, and Housing organizations.
  • Providing liaison to community stakeholders, including housing advocates, nonprofit providers, civic associations, community members, and the business community on HA initiatives and related policy issues; and
  • Producing periodic reports on HA progress, including individual and cumulative descriptions of efforts, and tracking national housing research and data.

Staff Support
  • Providing direct support to initiative staff, County leadership and communication staff for Housing Arlington efforts as needed;
  • Assisting individual staff leads and their teams as they develop and implement each of the 6 Housing Arlington initiatives; and
  • HA Coordinator will not supervise staff, s/he will need to work effectively with County leadership, the Housing Arlington initiative staff and their direct supervisors to ensure effective working relationships (in a matrix management arrangement).


The successful candidate will be an inspiring and experienced Housing Program Coordinator with an understanding of the complexities and challenges of housing affordability programs and a strong record of achievement in the following areas:
  • Developing strategies and improving complex housing affordability policies, plans and programs;
  • Understanding the local, state and federal housing programs, particularly trust funds, tax programs, including federal Low-Income Housing and Historic Tax Credits, Tax Increment Financing (TIF), Bonds, and related financing programs to support housing affordability;
  • Utilizing planning and land use tools, strategies and policies to expand housing and housing affordability; including inclusion zoning, density bonuses, Form Based Codes and other methods;
  • Developing effective relationships and supporting interdisciplinary efforts with staff, stakeholders, and advisory boards/commissions to facilitate solutions to housing affordability and community planning issues;
  • Working in a matrix management network of teams of staff, various stakeholder groups, and potentially consultants; and
  • Presenting complex or controversial information clearly and concisely to various types of stakeholders.

Selection Criteria

Minimum: The successful candidate will have a Bachelor's Degree in Urban/City Planning, Real Estate/Housing Finance, Business, Community Development, Urban Studies, or related field. Plus progressive experience in housing, housing finance & planning, community and urban planning or closely related work.

Desirable: Preference may be given to candidates with one or more of the following:
  • Experience developing strategies to improve complex housing affordability policies, plans and programs;
  • Experience with urban planning and community engagement;
  • Project/Program Management experience; and
  • Master's Degree in related field.

Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.

Additional Information

Work Hours: Monday - Friday, 40 hours a week, flexible work hours generally between 8:00.a.m- 5:00.p.m.

Evening and weekend work will be required as the person in this position would be expected to attend community, Commission, and County Board meetings.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
