Position Description

This is executive level contracting work that ensures the timely delivery of products and services to the U.S. Senate Sergeant at Arms and Senate as a whole. The Chief Acquisition Officer works closely with the Chief Financial Officer, Chief Privacy Officer, and General Counsel to ensure fair competition and adherence to established acquisition policies and regulations. The Chief Acquisition Officer performs work under the general supervision of the Deputy Sergeant at Arms.

 

Reviews major procurement contracts; coordinates contract compliance, change orders, and problem resolution in conformance with contract law and policy; consults with legal counsel as required. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of acquisition staff. Lead, plan, organize, staff, and monitor specific acquisition programs to ensure they meet cost, schedule, and performance requirements throughout the life cycle and maintain accountability for accurate and credible cost, schedule, and performance reporting. 

Qualifications

  • Bachelor’s Degree in Finance, Business, Operations Management or related field.
  • Ten years of procurement management, strategic sourcing, vendor management and/or supply chain industry experience within a complex organization.
  • Extensive procurement and strategic sourcing experience.  
  • Knowledge of procurement best practices.
  • Experience in developing and communicating business cases, supported with market research.
  • Experience successfully implementing and managing e-procurement technology.
  • Demonstrated leadership qualities, strong communication, and analytical skills.
  • Ability to build a high performing team and build an environment of continuous learning and process improvement.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to handle multiple assignments with variable deadlines.
  • Experience training in supply chain management, information technology, and privacy highly desirable.
  • FAC-C Level III or equivalent (Certified Procurement Professional (CPP) Defense Acquisition Workforce Improvement Act (DAWIA) Level III) certification.
