Responsibilities

Serves as Deputy Division Chief of the Electromagnetic Compatibility Division. Directs and evaluates the work of the Division as delegated by the Division Chief. Uses engineering expertise to assist in activities of the Division involving planning, directing and supervising the conduct of studies related to internet protocol (IP) based broadband networks and commercial communication technologies, including establishing goals and objectives for these activities. Reviews documents for regulatory sufficiency, technical accuracy and policy implications. Examines proposals for new or changed rules and regulations and recommends and defends Division and/or Office positions. Provides advice on policy and rules related to communication systems, spectrum allocation issues, technical issues related to IP based broadband networks, technical and engineering standards and policies concerning all Parts of the Commission's rules, especially Parts 2, 5, 15 and 18 of the rules, and for developing proposed legislation to ensure efficient use of the radio spectrum. Advises and assists staff on preparing and drafting rules, technical rules interpretations, and stakeholder presentations. Manages projects involving surveying performance of broadband networks, technology transitions driven by new spectrum allocations and the impact of proposed wireless technologies. Manages complex engineering studies dealing with proposed deployment and use of communications systems, devices, and RF technologies; and assists in managing activities of the Technological Advisory Council. Works on projects for which there is little in the way of existing precedent; for which existing precedent is not clearly analogous; or that involve numerous disputes among different parties and government agencies that have arisen within multiple dockets over a long period of time. Works with other federal agencies such as National Institute of Standards and Technology (NIST) and National Science Foundation (NSF) on technical exchanges involving communications systems, technologies and related research. Performs other duties as assigned.

Qualifications

Specialized Experience: For this position, applicants must have a minimum of one year of specialized experience equivalent to next lower grade level in the Federal service performing the following tasks:
  • Planning and administering highly composite projects and proceedings of major policy and technical significance related to spectrum management and interference issues;
  • Experience providing technical expertise on policy and rules related to Internet Protocol (IP) based broadband networks and commercial communication technologies;
  • Writing detailed and complex technical procedures for engineering and technical policies and procedures.
  • Providing guidance and advice to management regarding engineering and regulatory issues.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    • All applicants will be rated on the extent and quality of experience and education relevant to the duties of the position. The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

      1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;
      2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and
      3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement.

      An automated score is administered based on the on-line application process used. Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position.

      • Knowledge of telecommunications engineering including key aspects of broadband internet protocol (IP) based services, commercial communication systems, and wireless technologies.
      • Knowledge of spectrum planning for telecommunications applications.
      • Knowledge of day-to-day supervisory functions.
      • Ability to discuss, explain, defend and promote Commission policies in frequent, and sometimes extensive, contacts with representatives of other government agencies and private industry.
      • Ability to relate economic and technical considerations to regulatory issues to evaluate divergent points of view and proposals and to present views, findings and recommendations in a clear and concise manner.
