Responsibilities

Serves as Chief of the Technical Analysis Branch and as an expert in the planning and conducting of complex engineering studies, projects, and Branch activities to ensure compliance with major Commission policy decisions, as assigned by the Division Chief. Provides technical expertise on potential interference issues, assesses the extent of potential interference, and provides advice on interference mitigation arising from the introduction of new and novel technologies into occupied spectrum bands. Establishes procedures for Commission spectrum management issues; reports for Congressional committees and the review of legislation uniquely related to the functions of the Division, review and development of recommendations concerning the disposition of matters arising under Congressional Acts and the Commission's implementing rules. Oversees the preparation of periodic information bulletins to illuminate issues and regulatory alternatives, providing procedural assistance to the public for public complaint resolution matters before the Commission, and alerting the private sector of engineering and technical activities affecting their interests. Develops and implements improved analytical techniques, models, databases, and criteria applicable to the solution of spectrum engineering and electromagnetic compatibility problems by developing and maintaining models as well as leveraging commercial software such as MATLAB, propagation prediction software, antenna analysis software, geographic information system (GIS) software, and other models as appropriate. Incumbent will work with other Divisions in OET, as well as with other Bureaus and Offices as appropriate, to coordinate emerging technologies that will need experimental or equipment authorization to ensure compliance with the FCC's rules and regulations; should also be familiar with basic testing techniques, laboratory test equipment, and all Parts of the Commission's rules, especially Parts 2, 5, 15, and 18.

Qualifications

Specialized Experience: For this position, applicants must have a minimum of one year of specialized experience equivalent to next lower grade level in the Federal service performing the following tasks:
  • Experience overseeing, directing, supervising or managing subordinate staff;
  • Providing guidance and advice to management regarding engineering and regulatory issues (e.g. wireless technologies and systems the Commission regulates);
  • Experience in spectrum policy rules and inter/intra agency coordination;
  • Knowledge of electromagnetic radio wave propagation, antenna theory and practices, and radio frequency exposure analysis;
  • Knowledge of spectrum efficiency and current and emerging communication technologies.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    • All applicants will be rated on the extent and quality of experience and education relevant to the duties of the position. The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

      1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;
      2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and
      3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement.
