Responsibilities

Serves as an independent manager and is required to develop evaluation methods and detain procedures, as well as plan and conduct evaluations in fulfilling the mission of the section.

Plan, organizes, conducts and reports on evaluations of agency programs and operations within the area of Information Systems & Security Management.

Establishes and maintains liaison with agency officials at all levels to keep abreast of developments in the programs for which the evaluator may design evaluations.

Develops or modifies evaluation objectives, work plans, guidelines, scope, methods, staff requirements and time schedules to meet project needs.

Coordinates all aspects of the evaluation, including interviews, gathering facts and other data, reviewing a wide variety of records and reports, analyzing data and determining sufficiency, reliability and relevance of evidence used to support the conclusion and recommendations.

Reviews trends in evaluation finding to determine deficiencies or anomalies and prepares issue papers for the attention of the Executive Staff and other agency managers.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Education

There is no substitution of education for specialized experience for this position.

Experience

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:
  • Experience in conducting comprehensive reviews of major agency programs.
  • Experience with undertaking fact-finding projects to determine implementation strategies or the need to modify various programs and procedures.
  • Experience in developing policy, provides advice, guidance, training and evaluation of programs.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

Additional information

This position IS NOT included in the bargaining unit.

The representative rate for this position is $109,088 per annum ($52.27 per hour).

Special Conditions of Employment Section:

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
