Summary

As the Director, Office of Human Capital/CMS Chief Human Capital Officer, you will work across the entire CMS organization of more than 6,200 federal employees to attract and retain exceptional public servants who will serve the Medicare and Medicaid programs and other broad CMS program areas as they evolve and modernize. You will be are responsible for leading all CMS people-centered activities to ensure that CMS' people are equipped to deliver its mission now and in the future.

Responsibilities

  • Serve as the principal human capital management and personnel management focal point in CMS for the effective use of human capital resources, and implementation of all applicable rules and regulations.
  • Senior agency official leading all people-centered activities such as recruitment, training, employee engagement and develops, and performance management in consultation with executive peers across program areas.
  • Plan, develop, and manage CMS? human resources programs, including talent acquisition, employee relations and benefits management in support of CMS mission delivery.
  • Provide strategic leadership for the development of data analytic capability to support continuous improvement and data-driven decision-making in all areas of CMS human capital management.
  • Establish the vision and direction for the full complement of core human capital programs, policies and services to support execution of CMS mission.
  • Plan, coordinate, and direct innovative programs designed to attract, cultivate and retain a high performing and diverse workforce CMS-wide.
  • Direct the administration and implementation of a comprehensive CMS Human Capital Strategic Plan and organizational objectives.
  • Serve as the CMS Deputy Ethics Counselor and the CMS Collective Bargaining Official.
  • Serve as the focal point and senior authoritative source within CMS for all matters related to the CMS' human capital programs.
  • Provide leadership and consultation on the assessment and improvement of employee engagement programs across CMS.
  • Direct the administration of a CMS-wide integrated workforce management program include strategic workforce planning, staff performance and recognition, allocation of resources and ethics and program integrity.
  • Advise CMS senior officials on all aspects of human capital management in support of the implementation and execution of all key CMS programs.
  • Ensure that the customer-focused team delivers excellent service across all aspects of CMS human resource management

  • One year SES probationary period required.
  • The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.
  • Status applicants must submit a copy of their most recent SF-50, Notification of Personnel Action, which verifies status.
  • All initial appointments to an SES position are contingent on approval from OPM's Qualifications Review Board unless the selectee has successfully participated in an OPM approved SES Candidate Development Program.
  • Aall male applicants born after December 31, 1959, must have registered for the selective service. You will be required to sign a statement certifying his registration, or the applicant must demonstrate exempt status under the Selective Service Law.
  • Only experience obtained by the closing date of this announcement will be considered.


Qualifications

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications, and the Professional/Technical Qualifications listed below. Evidence of this experience must be incorporated into your five page resume. Separate narratives for the Executive Core Qualifications and/or Professional/Technical Qualifications will not be accepted or considered. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

    This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.
  • Demonstrated ability to lead a customer-focused organization that provides a range of human capital support and workforce development services in alignment with the mission, strategic goals and performance objectives of the organization.
  • Demonstrated experience in building and leading a team of professionals with responsibility for developing and implementing data-driven strategic change initiatives, organizational performance analysis and management, and business process innovation to successfully achieve program goals and operational results.
  • Demonstrate broad and thorough experience in human resources business processes, with an emphasis on organization design and knowledge of federal policy related to hiring and employee relations.

    If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs for submission and certification by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft the ECQs.

    Salary for SES positions varies depending on qualifications. The annual salary range is found at the top of this announcement. The selectee for this position may be eligible for annual performance bonuses and performance-based pay adjustments.

    Veteran's Preference does not apply to the SES.
