Summary

This position is located in the Office of Clinical and Preventive Services, Division of Nursing Services at the Indian Health Services, Headquarters, located in Rockville, Maryland. This position supports the core functions of the public health nursing program. The incumbent in this position reports to the Chief Nurse, Office of Clinical and Preventive Services.

Responsibilities

    Collaboration in Developing Strategic Plans: Evaluates current data and trends in Indian health to identify the needs of the Public Health Nursing grant program; assists with the preparation of routine and special reports concerning consultation, assessment, evaluation, planning and outcomes achieved for the Public Health Nursing grant program. Analyzes and Evaluates Public Health Nursing Programs: Analyzes and evaluates Public Health Nursing grant programs. Identifies clinical and administrative best practices and advises participating Public Health Nursing grant programs on how processes could be improved and adopted. Coaches and mentors Public Health Nursing staff/teams on improvement tools and methods. Prepares reports and summaries of findings. Provides Consultation and Technical Assistance: Serves as an effective consultant and facilitator to the Public Health Nursing Grant program/team, participating in conference calls/meetings and in coordination with Indian Health Service Grant Program Specialist. Provides consultation, technical assistance and training on public health nursing principles including data collection, data management, data analysis, and other strategies and techniques for the monitoring and fulfillment of performance objectives. Evaluates Trends in Public Health Nursing: Applies expertise in a variety of qualitative and quantitative methods to analyze and evaluate Public Health Nursing practices. Applies expertise in Public Health Nursing practices to analyze and trend results and reports. Assess trends and developments in Public Health Nursing service delivery and predicts future impact on Indian Health by advocating for the collection and analysis of data from variety of sources; facilitates development of criteria/guidelines for public health studies or projects; develops proposals for public health studies;

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Promoting and encouraging continued holistic, culturally sensitive, patient/client centered health care practices. Interpreting public health nursing grant program needs in regards to implementation of national objectives, policy, legislation, and new standards of care. Experience in evaluating trends in public health nursing, and serving as a consultant or facilitator to public health nursing guidelines.

IMPORTANT INFORMATION: This is a Term Not-to-Exceed (NTE) 3 years position as a Nurse (Public Heath Consultant) with the Indian Health Service. The position may be filled by temporary promotion or temporary reassignment NTE 3 years, if a current permanent Indian Health Service employee. Temporary promotion/reassignment may be extended up to a maximum of 5 years, and may be made permanent without further competition. The position may be filled by term appointment NTE 3 years, if not a current permanent Indian Health Service employee. Term appointment may be extended up to a maximum of six years, and may be made permanent without further competition.

Additional selection(s) of candidates may be possible within 90 days from the date the certificate of eligibles was issued for this announcement.

Relocation incentives may be authorized. At least a 6 month service agreement will be required.
