Responsibilities

This position is located in the Cheltenham Administration Division (CAD), Office of Cheltenham Operations (OCH), National Capital Region Training Operations Directorate (NCR), Federal Law Enforcement Training Centers (FLETC), Cheltenham, Maryland. The incumbent coordinates, monitors, and performs requisite repair duties for the upkeep, operation and usage of FLETC's specialized training facilities and, as necessary, support facilities.

The selectee will be responsible for performing a variety of tasks involved in the upkeep of buildings and related structures, fixtures, and utilities. Typical assignments include:
  • Maintaining proper operation of all building systems (i.e., air conditioning, heating, boilers, electrical, plumbing, and other related trades), peforming preventive maintenance and systems testing.
  • Monitoring, evaluating and adjusting sophisticated equipment/controls throughout the facility.
  • Ensuring all systems are operational.
  • Recognizing the causes of faulty equipment, troubleshooting and making repairs on air-conditioning systems that provide for a variety of air-conditioning functions such as heating, cooling, humidifying, dehumidifying, cleaning, filtering, and circulating. The systems use a variety of methods of air conditioning such as mechanical compression and vapor compression.
  • Installing, maintaining, repairing, troubleshooting and testing various operational systems and internal electrical power distribution facilities including connection of power and controlled circuits to motors, industrial equipment and alarm systems.
  • Testing various piping systems under pressure to determine conformance to standards or to locate leaks and other defects.

  • This position is solely funded by Congress; therefore, you will neither report to work nor will you be paid during a government shutdown.
  • You must be able to obtain and maintain a State Water System Operator level I and/or Superintendent-T1 Certification or State backflow certification.
  • You must be able to meet job-related medical and/or fitness standards. You will be subject to an annual physical examination that measures your visual, hearing, and physical acuity.
  • You must be able to possess a valid Environmental Protection Agency (EPA) section 608 Certificate and Certification (CFC-Universal Certification) requirement servicing refrigeration units.
  • The working hours for the day shift range between 7:30 a.m. and 4:30 p.m. You may also be required to work shift work and/or weekends and may implement an alternative work schedule (AWS).
  • Complies with Environmental Protection Agency (EPA) certification for handling of refrigerants and must be able to obtain and possess a valid universal license approved by the United States EPA, if refrigerant work is required.


Qualifications

While there is no minimum amount of training or experience required, the applicant must have had experience, military or civilian, paid or unpaid, of sufficient scope and quality to perform the duties of a Maintenance Mechanic, WG-4749-10. The applicant must have experience in the safe and proper operation of all building systems to include, but not limited to heating, ventilation and air conditioning systems (HVAC), electrical, plumbing, storage of hazardous materials, and other related trades.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. Physical Efforts: Continually handles objects weighing up to 10 pounds and occasionally may lift and carry items that weigh about 50 pounds. Considerable standing, stooping and bending is required. Also works on ladders and scaffolds that require the incumbent to work overhead or in stretched, cramped or awkward positions.

Working Conditions: Works inside in areas that are usually crowded and noisy, and outside, sometimes in bad weather. Is exposed to the possibility of electrical shock, cuts, bruises, and broken bones. Also works on scaffolding, high ladders, or rooftops. Required to wear full face pressurized breathing mask and be clean shaven. Occasionally, for short periods, may be required to wear protective clothing where there is possible exposure to lead, gunpowder, toxic refrigerants, and hazardous materials.

The incumbent will be subject to a safety physical examination in compliance with occupational requirements of the position. This will be a routine physical examination in accordance with Optional Form 178 . No invasive procedures will be included (i.e., blood work).
