Responsibilities

• You will collect quality assurance (QA) data for trend analysis to determine the cause of discrepancies or deficiencies.
• You will evaluate technical solutions and reasonableness of estimated costs and schedules for maintenance, repair, alteration, and minor construction.
• You will brief management on overall effectiveness of quality assurance (QA) efforts.
• You will draft correspondence to provide property management information to others.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ensuring an organization follows established policies, codes, regulations, and requirements for the planning, programming, budgeting, and execution of Public Private Venture (PPV) projects; 2) Working with other professionals to solve PPV issues and challenges involving real estate, community planning, land development, architecture, facilities engineering, construction management, and housing management; 3) Interpreting and making recommendations for enforcement and amendments to portions of PPV Business Agreements; and 4) Developing and executing Quality Assurance and Performance Assessment Plans and reports. NOTE: This experience must be fully and clearly supported in your resume.

Routine long distance travel away from the normal duty station is approximately 30%; local travel to sites will be more frequent.

PHYSICAL DEMANDS: The work requires extended periods of walking, kneeling, crouching, stooping, and climbing ladders while inspecting building, roofs, equipment and grounds, as well as working in an office setting. The work requires frequent local travel; out of town travel to installations covered by regional PPV projects; and, inspections in and about project facilities. The incumbent may be required to carry items (approximately 50 pounds or less) on an occasional basis.

WORK ENVIRONMENT: The work is performed both indoors and outdoors. The incumbent is exposed to temperatures extremes, dust, dirt, poor ventilation and dampness when inspecting grounds, exposed areas, piers, mechanical/electrical equipment located indoors and outdoors, and void spaces under buildings. Visits to certain locations may cause exposure to the normal hazards associated with construction work, historic facilities, and residential operations including confined spaces. The use of personal protective equipment may be required in the performance of the work. Work involves the pressure of time and budget constraints.
