Responsibilities

This position located in the Emergency Preparedness Branch, Plans, Policy, and Engagement (PPE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the lead instructional design advisor responsible for developing a comprehensive training program. You will lead the development of course materials with input from Subject Matter Experts (SMEs) utilizing a variety of instructional design methodologies and principles. You will oversee the assessment, design, development, implementation, and evaluation of this effort.Typical assignments include, but are not limited to:
  • Working independently and with SMEs and/or contractors to develop a variety of blended learning techniques such as instructor-led training materials, practical exercises, eLearning and web-based content.
  • Participating in reviewing and editing procedures for course materials; reviewing, editing, and writing course materials with input and assistance from SMEs.
  • Analyzing performance results, identifying strengths or gaps in training, and recommending training solutions.
  • Creating and managing training design project plans from inception to pilot.
  • Reviewing, editing, and updating existing incident management training content.
  • Working with the training team to capture and report on course completion results.
  • Conducting training and evaluation initiatives according to industry best practices.

  • Position may require work outside of normal duty hours on an ad hoc basis.

Qualifications

Basic Education Requirements: You must have a degree that includes or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
  • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  • Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

  • Documentation: You MUST submit a copy of your transcript(s) from an accredited college or university (for each school attended) documenting your education and training to your application. Failure to do so will remove you from consideration. In addition to the basic educational requirements as stated above, you must meet the following specialized experience requirements.

    Specialized Experience

    To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
    • Working in several of the following areas: Instructional systems design, education and adult learning principles, cooperative learning, programming and authoring tools, graphic arts and media design, educational product evaluation; AND
    • Applying concepts, practices and procedures within training and course development; AND
    • Assessing, designing, developing, implementing, and evaluating adult training programs; AND
    • Utilizing MS Office, learning management systems, and visual design/layout skills.
