Summary

This position is located in the Department of Labor (DOL), Office of Labor Management Standards (OLMS), Division of Reports, Disclosure and Audits. OLMS administers certain provisions of the Labor Management and Disclosure Act of 1959 (LMRDA) and related laws, which primarily establishes standards for labor organizations, democracy and financial integrity, and requires reporting and public disclosure of labor organization reports.

Responsibilities

This is a developmental position and the incumbent will participate in formal and on-the-job training at the (GS-9) and (GS-11) grade levels to prepare for advancement to the full performance level of the position (GS-12).

The incumbent in this position will be responsible for performing the following:

Reviews, analyzes and evaluates complex financial reports filed by labor organizations under the LMRDA and related statutes.

Provides accounting and technical expertise in the development of OLMS audit programs. Maintains an awareness of new auditing tools and techniques, including automation applications, to develop new audit programs or revise existing ones.

Provides technical reporting guidance in response to emails and telephone inquiries from labor organization officials, accountants, and others and responds to a broad range of inquiries from Public Disclosure Room visitors.

Prepares letters and other written communications to labor organizations, certified public accountants and others requesting clarifying information, amended reports or supplemental documents, as appropriate, to correct reporting deficiencies discovered by financial reports analysis.

Utilizes knowledge of accounting principles, policies and theories to review, analyze, and interpret various financial documents and reports, recommending solutions to complex problems.

Individual Occupational Requirements:

Basic Requirements:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic education requirements listed above, applicants must also meet the specialized experience outlined below.

Specialized Experience:

GS-9: To qualify for this position, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-7, in the Federal Service. Specialized experience for this position is described as performing accounting reviews; interpreting policies and providing accounting advice and recommendations to managers.

Substitution of Education for Experience: Applicants may qualify on the basis of education for the GS-9 grade level.

To qualify for the GS-9 grade level, applicants must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

Combination of Graduate Education and Professional Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. For example, an applicant with 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of that required for GS-7) would be qualified for a GS-9 position (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If specific course work is required to fulfill the eligibility and/or minimum qualification requirements, you must supply transcripts from each academic institution in which the required courses were taken in order to receive credit for that course work. Financial Analysis - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.

Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
