Summary

Office of the General Counsel is the legal department for CSOSA and Pretrial Services Agency, providing a full range of legal advisory and representational services to support CSOSAs mission, goals and objectives. This Office also provides advisory informational assistance to the United States Courts, United States Probation Officers and other Federal and state officials, all with respect to CSOSAs legal position on a wide range of criminal justice and administrative matters.

Responsibilities

Provides advice and guidance to management, staff, and the public regarding disclosure of agency records under the Freedom of Information Act (FOIA) and the Privacy Act (PA).
Develops, implements, and manages a program to coordinate requests for information under the Freedom of Information Act (FOIA) or Privacy Act (PA).
Coordinates Freedom of Information Act (FOIA) and Privacy Act (PA) requests. Performs review and clearance of information in response to FOIA and PA requests.
Reviews and clarifies Freedom of Information (FOI) requests for completeness and legal conformance to the Freedom of Information Act (FOIA) requirements.
Consults with the FOI Officer, General Counsel staff for recommendations for final determination only with unusual and extraordinary claims.

Collects, compiles and confirms workload and cost data for use by the FOI Officer in the Annual FOIA report to Congress specially required by statute.
Provides input for special studies, compliance audits, surveys requested by the Commission or Congress.
Prepares draft relevant correspondence and materials for FOI Officer and General Counsel review upon receipt of appeals of denials of information.
Compose responses to Congressional inquiries seeking information or seeking the status of their constituents FOIA requests.
Provides assistance, technical and administrative guidance to the general public on making requests.
Experience with first party requests utilizing FOIA Xpress.

Ensures that controlled unclassified information and record management policies, practices, and procedures are consistent with regulatory requirements and agency-wide policies. Interprets and applies privacy, disclosure or records and information management laws, regulations and policies.

A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation, drug testing, and favorable adjudication. Qualifications

Grade 09:
One year of specialized experience at least equivalent to the GS-7 level in the Federal service that demonstrates reviewing regulations and policies and applying them to drafting of limited and routine FOIA/PA correspondence, notices, internal memoranda, and related documents; assisting in analyzing and recommending solutions to FOIA response process problems or issues; conducting research and extracting FOIA/PA information from various databases and related sources; coordinating the administrative handling of FOIA/PA cases; determining the sufficiency of documentation associated with FOIA/PA requests/responses; and reviewing incoming FOIA/PA requests to determine jurisdiction and appropriate record source.

Grade 11:
One year of specialized experience at least equivalent to GS-9 in the Federal service that demonstrates planning and managing FOIA projects to improve FOIA program efficiency; interpreting regulations and policies and applying them in drafting routine FOIA/PA correspondence, notices, internal memoranda, and related documents; researching and analyzing precedented FOIA information disclosure issues; acting as liaison with individuals and groups both inside and outside the organization to coordinate individual FOIA response matters; and preparing a variety of written documents, such as staff papers, status reports, or policy recommendations.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the GS-11 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.

BASIS OF RATING: Your application will be rated under Category Rating Procedures and be placed in one of three categories: Highly Qualified (highly proficient with an overall comprehensive level of knowledge, skills, and abilities of the job based on a complete review of experience, education and training), Well Qualified (competent in the position with an overall accomplished level of knowledge, skills, and abilities of the job based on a complete review of experience, education and training), or Qualified (an overall basic level of knowledge, skills and abilities of the job based on a complete review of your experience, education and training). With the exception of positions which are professional and scientific at the GS-09 (or equivalent) and above, qualified preference eligibles with a compensable service-connected disability of 30-percent or more (CPS) and those with a compensable service-connected disability of at least 10-percent but less than 30-percent (CP) move from the category in which they would otherwise be placed to the top of the highest quality category.

Generally, preference is granted to veterans who entered military service prior to October 14, 1976; or served on active duty during the period from August 2, 1990, through January 2, 1992, and who are otherwise eligible; or who served on active duty during the period beginning September 11, 2001, and ending on the last day of Operation Iraqi Freedom; or who have served in a military action for which they received a Campaign Badge or Expeditionary Medal.
