The Snohomish Conservation District is introducing a new position, Business Operations Director, to lead a team of staff charged with improving the operational functions of the District to include administrative, financial, human resources, development, and information technology support. As part of the executive leadership team, the Business Operations Director reports directly to the Executive Director and works collaboratively with the Program Director to further District strategic planning goals. This is an exciting opportunity for someone with excellent organizational and leadership skills to contribute toward the natural resource goals of the Snohomish Conservation District.. Duties: The primary job responsibilities of the Business Operations Director include the following. Applicants with skills in many but not all these tasks will be considered as there is opportunity to tailor this position to the strengths of the applicant.. General Operations: As a member of the executive leadership team with the Executive Director and Program Director, assist in overall management of the District to include annual budgeting, strategic planning, and development. Support the Executive Director in the District?s strategic planning efforts including development of the 5-year Strategic Plan of work and the Annual Work plan. Track progress toward implementation of these plans. Put in place additional policies and procedures to streamline District operations to include cost-share project reporting and billing, contract development (payable and receivable), mileage reporting, grant charges, and documentation of project implementation. Work with the Information Technology Technician to continuously evaluate our technology needs and ensure we are providing staff with resources needed to complete their program and administrative work. Coordinate with Finance Coordinator on accounting, payroll, budget and financial responsibilities for District projects and grants and ensure all expenditures are appropriate and accountable. Coordinate state and federal audits, public disclosure requests, and District elections. Integrate our new Salesforce system with daily operations and maximize its potential.. Human Resources: Supervise staff on the Business Operations team to include a Finance Coordinator, Administrative Assistant, and Information Technology Technician (currently). Develop annual work plans, work closely with staff to implement work plans, and conduct annual performance evaluations of team. Coordinate hiring process for new positions to include consistency in job descriptions, review process, documentation, and onboarding. Assist Executive Director to maintain the District?s Employee Handbook and policies and procedures. Develop an approach for successfully providing Human Resources support to staff. This may include improving the capacity for internal staff to provide this support in combination with an external contract for services.. Funding Development and Tracking: Together with Program Director and Program Managers, secure funding to sustain and grow programs, consistent with the 5-year plan. Collaborate with the Program Director to create content, deliverables and budget for new grant opportunities. Consolidate and streamline grant tracking and reporting for the District?s 40+ funding sources. Communicate about grant timelines and budgets with Program Director and program staff. Manage and report on grants. Skills, Knowledge and Abilities. Minimum qualifications include:. A Bachelor?s degree in public administration, business administration, or natural. resources.. Three years of supervisory/program management experience (alternative combinations. of education and experience will be considered). Ability to take policy direction from the Executive Director and Board and translate into tangible results. Demonstrated ability to work effectively with diverse groups and individuals. Excellent organizational skills and the ability to multi-task effectively. Personable with excellent communication and interpersonal skills (both written and verbal), skills in public relations, negotiation, coordination, and diplomacy. Collaborative approach to solving problems with staff and partners. Ability to see the needs of the District and pro-actively work to improve processes, procedures and available resources. Demonstrated experience with project management tools and ability to implement and manage a project management tool for the District. Experience with organizational financial management and budget development/tracking experience, and able to create and execute a business plan. A valid WA State driver?s license (or ability to acquire upon hire).. Preferred qualifications include: A Master?s degree in public administration, business administration, natural resources management or a related field and a minimum of five years of supervisory/program management experience. A proven track record of awarded grant funding and project proposal development. A professional knowledge of policies and practices of conservation districts. A working knowledge of federal, state and local laws, rules and policies that directly affect natural resource conservation on private lands in Washington. Knowledge of and/or experience providing Human Resources support to staff. Experience with payroll, contracting and billing, GASB, BARS, general accounting principles, and audits. Physical Requirements and Working Conditions Ability to lift, pull, carry, push up to 20lbs Occasional bending, twisting, squatting, climbing, kneel/crawling, reaching overhead Frequent jobs needing finger dexterity, fine manipulation Ability to sit or stand for long periods of time Ability to work occasionally beyond an 8-hour workday, or during weekend hours.
