Summary

Naval Reactors, also known as Naval Nuclear Propulsion Program (NNPP) is responsible for all aspects of naval nuclear propulsion, including research, design, construction, testing, operation, maintenance, and ultimate disposition of naval nuclear propulsion plants. The Program's responsibility includes all related facilities, radiological controls, and environmental, safety and health matters, as well as selection, training, and assignment of personnel.

Responsibilities

The Director, Governmental Affairs is fully responsible for developing strategic initiatives for obtaining the full spectrum of Government support for programs and related resources involving Naval Nuclear Propulsion. The incumbent is also responsible for providing expert advice on interagency and Congressional affairs to the Director, NNPP to effectively direct efforts to establish and/or maintain liaison with leading technical experts in other Federal Government agencies and the public on a wide variety of nuclear engineering and other interagency issues related to the NNPP. The incumbent must carry out the mission of the NNPP by promoting policies, programs, and initiatives through liaison, communications, coordination, and interaction with Congress, State, Tribal, City, and County Governments, other Federal agencies, stakeholders, and the general public. The Director, Governmental Affairs is the primary focal point and principal spokesperson for all interagency interactions. The incumbent thoroughly comprehends the planning, programming, budgeting, and execution of the entire range of NNPP efforts as it relates to strategic decisions by the Department of Energy, Department of the Navy, Executive Office of the President, and Congress.

Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates must fully address all Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration. Your responses must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing a comprehensive program and/or organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. Mandatory Technical Qualifications (MTQs): Please limit your written statements to one page per MTQ.


1. Extensive knowledge and experience of developing policy statements, assembling data analyses, providing briefing sessions for Congressional members and staff, preparing formal statements and testimonies, and directing the preparation of formal comments and recommendations for submission.

2. Extensive knowledge, ability to communicate, and liaisons with senior managers, Members of Congress, and Professional Staff Members to identify program issues, implications of strategic policy changes, and impacts of Congressional and other external actions on program goals and financial positions.

3. Extensive knowledge and ability to develop strategies for advancing agency interests for assuring the availability of requisite resources, develops briefings to educate and inform Cabinet level officials, Senators, and Representatives who oversee operations, budgeting, acquisition plans, research and development efforts, environmental performance, legislative efforts, warfighting capabilities, and future developments.

4. Extensive knowledge and experience in presenting and defending Government Furnished Equipment and Propulsion Plant Research and Development, cost estimates, and budgets for nuclear components, reviewing technical and procurement programs, evaluating strategies and ensuring compliance with legislation and Congressional guidance, assessing financial projections to establish budgets and ensure adequate funding for work.

EVALUATION METHODS: Applicants will be rated and ranked by a Merit Staffing Panel using only the information submitted for consideration. Applicants who do not demonstrate sufficient possession of the Executive Core Qualification factors and document demonstrated experience, training, and/or education in support of the technical qualifications by answering all of the questions for this vacancy announcement, will be ineligible for further consideration. A Merit Staffing Panel will rate and rank each applicant based on the qualification requirements and refers the top candidates to the hiring manager. The hiring manager will consider the referred applicants based on the information provided, and possibly a personal interview. The NNSA Executive Resources Board will approve final selections and in competitive cases, the Office of Personnel Management (OPM) will certify qualifications through the OPM Qualifications Review Board.
