As the Chief Human Capital Officer (CHCO) in the Human Resources Branch at the Commodity Futures Trading Commission (CFTC), you will have authority for the executive management of policies and procedures related to all aspects of human resources functions and programs throughout headquarters and three regional offices of the Commission.

Specifically, you will:
  • Serve as the principal technical and policy advisor to the Commission on the interpretation of all laws and regulations pertinent to the management of human resources at the Commission.
  • Design, develop and implement human resources policy, systems, and programs for staffing and recruitment, compensation, performance management, executive resources, employee and labor relations and talent management.
  • Execute and monitor the CFTC's compensation and benefits system for pay parity under section 10702 of Public Law 107-171, the Farm Security and Rural Investment Act of 2002 (FSRIA).
  • Act as the agency's representative on human resources matters in dealing with other government agencies and organizations as well as private companies, including the Office of Personnel Management, the White House, the Small Agency Human Resources Council, the Interagency Advisory Group, local and state regulatory bodies, consultants, contractors, and others.
  • Maintain a current awareness of best practices from all organizations, as an aid in developing a flexible, responsive, and forward-looking Human Resources program.
  • Provide overall direction in the day-to-day operations of the Human Resources Branch, including setting priorities to meet the overall Human Resources goals of the Commission.
  • Work with senior agency officials and executives to assist them in long- and short-range planning affecting the management of human resources.
  • Develop and implement plans for the use of automated systems to enhance management information on human and support service resources and the efficiency and effectiveness of the operations of the Human Resources Branch.
  • Assure agency managers have ready access to hard, current data for planning and evaluation purposes.
  • Develop and defend the proposed budget and personnel ceiling for the Human Resources Branch and manage the programs of the office within the limits of the approved resources.

CT-16: To qualify for the CT-16, you must you must possess at least one year of specialized experience equivalent to the CT/GS-15 level in the Federal service, or comparable experience gained outside federal service.

Specialized experience is defined as:

Experience managing two or more of the following human resources functional areas: staffing and recruitment, compensation, performance management, executive resources, employee training and development, and employee and labor relations.

Relocation. Relocation expenses will not be paid.

Time-in-Grade. You must meet time-in-grade requirements within 30 days of the closing date of this announcement.

  • Demonstrated experience in building and leading a team of professionals with responsibility for developing and implementing data-driven strategic change initiatives and business process innovation to successfully achieve program goals and operational results.
  • Demonstrated experience leading an organization to improve human capital operations using business process modernization, setting priorities for current and future initiatives, allocating resources, and providing oversight of various complex and sensitive programs.
