Summary

The incumbent serves as the Comptroller/Chief Financial Officer (C/CFO) reporting directly to the Director, MDA and the Director for Operations. The C/CFO also serves as the Deputy Director for Operations. Influences senior leaders in the Federal Government, industry, academia, Congress and foreign governments by maintaining strategic relationships, gaining trust, obtaining "power of the pen" authority, identifying and preemptively resolving critical issues on behalf of MDA and the Department.

Responsibilities

As the Comptroller and Chief Financial Officer, the incumbent:
  • Serves as the Deputy Director for Operations, the incumbent advises the Director for Operations on alternative plans and programs for missile defense objectives, projected threats, allied contributions, and integrated program analyses. As Deputy, the incumbent also advises the Director on Planning, Programming, Budget and Execution (PPBE) efforts to acquire BMDS and supports the development of capability-based acquisition and development goals and strategies.
  • The Executive serves as the Deputy Director, an advisor to the Director for Operations on all matters related to strategic resource planning for the entire spectrum of the MDA operational mission and financial requirements, Earned Value Management, cost estimating, manpower/allocations, human resource matters, and Legislative liaison.
  • Aligns and ensures there are available resources to meet unpredictable and changing requirements. Provides the Director, MDA and the Director for Operations recommendations regarding acquisition challenges that could negatively affect the Agency's capability to meet mission requirements.
  • Serves as the Comptroller/Chief Financial Officer, the incumbent is delegated full authority and responsibility for developing, coordinating, integrating and executing financial management policies, programs and processes for the effective utilization of $11 billion annually in support of MDA mission requirements, and substantially influences an additional $5 billion specifically for Ballistic Missile Defense Systems (BMDS), Science, and Technology.
  • Serves as the Agency's key spokesperson regarding financial management matters with the Department, the Services, the Office of Management and Budget (OMB), General Accounting Office (GAO), other Executive agencies, and Congress.
  • The C/CFO directs the agency's day-to-day financial management program to include budget formulation, presentation, justification, and execution; financial management policy development; publishing financial statements; funds control; establishment of the Financial Accounting Standards Advisory Board; oversight of financial management accounting systems; oversight of financial metrics; implementation of the Federal Financial Managers Integrity Act; and, analysis of financial management and program management data.
  • In collaboration with the Director for Acquisition, the incumbent serves as the final financial authority regarding MDA's acquisition investments. The incumbent's decisions are critical to ensure the state of the art business systems to support to the Warfighter.
  • The C/CFO is delegated full authority and responsibility for the development, direction, and administration of the Agency's Financial Management programs.
  • Serves as the Agency's Chief Executive for Financial Improvement and Audit Readiness (FIAR). Oversees development of MDA budget estimates to include Research, Development, Test and Evaluation (RDT&E), Procurement, Operations and Maintenance (O&M), Military Construction (MILCON), the Defense Acquisition Workforce Development Fund and Rapid Research funds.
  • Briefs and represents the Agency at senior Department forums to include the Program and Budget Development, Missile Defense Executive Board, 3-star, Deputy's Management Action Group, the National Security Council, the Office of Management and Budget, and Congressional briefings.
  • Works directly with Defense Under Secretaries, Defense Executives, and congressional staff and serves as the focal point to respond to OSD, OMB, the Congressional Budget Office, the Congressional Resource Service, and GAO.
  • The C/CFO oversees the combined efforts of contractors, small businesses, universities, international organizations and foreign governments.
  • Ensures the MDA Program Objective Memorandum (POM), Budget Estimate Submission (BES) and President's Budget (PB) submissions are compliant with OSD, OMB, MDA policies and the Financial Management Regulation and the Director, MDA's guidance and direction.
  • Implements the Director, MDA and the Director for Operations guidance regarding policy recommendations and analyses. Develops key investment options to support agency-wide resource management.
  • Analyzes and evaluates plans, programs, and budget submissions in support of U.S. missile defense objectives, acquisition priorities, projected threats, allied contributions, estimated costs, and resource constraints. Reviews, analyzes, and evaluates classified programs to execute policies and acquisition strategies.
  • Develops internal control for use of MDA funds and category of physical assets. Reviews financial transactions and establishes action plans to correct identified deficiencies in accordance with the Chief Financial Officers Act, Government Management Reform Act, and the National Defense Authorization Act.
  • Develops and promotes the use of analytical tools and methods to support MDA operations and National Security objectives.

Qualifications

To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications listed below.

Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to not to exceed a total of two pages per statement per technical qualification. Do not exceed a total of 10 pages for ECQ narratives.
  • Demonstrated experience managing, organizing and leading a high performing workforce across geographically dispersed locations involving multiple business disciplines to include financial management of acquisition programs.
  • Expert in financial and acquisition management. Must possess extensive knowledge in planning, negotiation, execution, and administration of financial management and acquisition programs for a variety of complex and technical requirements in support of Ballistic Missile Defense Systems or an equivalent large-scale defense system.
  • Extensive experience in program formulation, defense and execution to include all phases of the Planning, Programming, Budgeting and Execution cycle.

    MOBILITY AGREEMENT: All newly appointed Career Senior Executive Service (SES) members must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.

    PROBATIONARY PERIOD: You will serve a two-year probationary period unless you previously completed the probationary period in the SES.
    The best-qualified candidates will be distinguished from other applicants by an evaluation panel of senior level subject matter experts and executives referencing the technical and executive core qualifications.

    This is a Tier 2 position. Salaries for Tier 2 positions range from $127,914 to $185,000. This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations.

    SELECTIVE SERVICE REQUIREMENT: If you are a male born after December 31, 1959, and are at least 18 years of age, civil service employment (5 U.S.C. 3328) requires you must be registered with the Selective Service System, unless you meet certain exemptions under Selective Service law. If you are required to register but knowingly and willfully fail to do so, you are ineligible for appointment by executive agencies of the Federal Government.

    Background Investigation: This position is designated special sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointment basis. This requirement may take 120 days or longer to process. The incumbent must complete a Single Scope Background Investigation (SSBI) and favorable adjudication by a determining authority and be eligible for a Top Secret clearance and access to sensitive compartmented information (SCI).

    Financial Disclosure: Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE-278), upon assuming an SES position. This must be submitted annually and upon termination of employment

    Acquisition Certification: Business, Cost Estimating, or Financial Management Acquisition, Level III Certification is required. This is a Critical Acquisition Level III Position. The selectee must be a member of the Acquisition Corps at the time of selection or have been granted a waiver for membership. Acquisition Corp membership and Career Field certification must be achieved within 24 months of Entrance on Duty. The Executive must complete 80 continuous learning points every two years.
