EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. In this position, you will serve as an attorney advisor for the Office of Chief Counsel and will be responsible for analyzing the legal issues in question, the development of a strategy to deal with the legal issues, and the content and means of delivery of the completed analyses of the legal issue.

Typical assignments include the following:
  • Providing legal advice and participating in the development of OHS policies, directives, and procedures concerning office matters.
  • Proposing reform of existing law and Federal regulations, as needed, to meet the office requirements.
  • Drafting and/or reviewing proposed legal documents.
  • Assisting in the negotiation of acquisition and non-acquisition contractual instruments, preparing required documentation to respond to protests or litigation, and assists with settling claims and disputes.

Promotion Potential: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

Qualifications

The qualifications listed below must be met within 30 days of the closing date of this announcement.

All applicants must possess the following:

1) A J.D. or LL.B. degree from an ABA accredited law school; and

2) An active membership, in good standing, of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

To qualify for the grade 13, you must have:
  • At least 4 year(s) of full-time professional legal experience gained after being admitted to the bar. This minimum legal experience must include at least 1 year(s) of specialized experience in non-litigation insurance or reinsurance and that is at the level of difficulty and responsibility to that of an attorney at the GS-12 level.

To qualify at the grade 14 level, you must have:
  • At least 5 year(s) of full-time professional legal experience gained after being admitted to the bar. This minimum legal experience must include at least 3 year(s) of specialized experience that is directly related to non-litigation insurance or reinsurance and that is at the level of difficulty and responsibility to that of an attorney at the GS-13 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment.
