Responsibilities

  • The incumbent serves as the principal advisor to the IG, the Principal Deputy Inspector General, and the Chief of Staff on strategic planning, process improvement, and agency-wide program management in support of the mission.
  • The incumbent provides executive-level leadership and direction to subordinate managers in all matters related to strategic planning and products, organizational design and performance, and business process and system improvement.
  • The portfolio includes oversight of initiatives to include the DoD Top Management Challenges, the DoD OIG Annual Oversight Plan, and other relevant strategic documents and projects.
  • Provides executive-level direction and oversight in the development, implementation, modification, and evaluation of the DoD OIG Strategic Plan.
  • Provides executive-level direction and oversight to achieve Government Performance and Results Modernization Act strategic objectives; and the DoD OIG performance measures program.
  • Monitors the federal and DoD strategic environment to ensure that organizational strategic and oversight planning supports and integrates higher-level strategic plans, initiatives, priorities, and policies into all aspects of OIG operations.
  • Provides executive leadership for developing the DoD Top Management Challenges and developing and implementing a robust OIG Annual Planning Process to ensure proper resourcing and alignment of the OIG Annual Oversight Plan.
  • Leads and coordinates policy development and business rules, and establishes processes for implementation of new programs.
  • Synchronizes the annual planning process with performance management, enterprise risk management, budget formulation, and other significant agency planning or policy decisions.
  • Provides executive leadership and direction for, and manages the implementation of, DoD OIG organizational design initiatives and workforce planning.
  • Provides executive leadership for business process and system improvement initiatives for the DoD OIG enterprise.
  • Manages mid and long-range studies and processes pertaining to strategic planning and business process reengineering. Evaluates organizational effectiveness through analysis of data, studies, reports, and briefings.
  • Evaluates organizational structures, business processes, resource requirements, performance measures and evaluation criteria. Develops alternatives and recommendations to the IG, Principal Deputy Inspector General, and Chief of Staff.
  • Develops strategic partnerships within the DoD and the Federal oversight community to further the continuous improvement of DoD OIG business processes and systems.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense OIG.
  • Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).
  • Males born after 12/31/1959 must be registered for Selective Service
  • Selected candidate will be subject to a two-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
  • Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
  • All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES.
  • Incumbent may be required to travel both in the Continental United States, as well as overseas locations


Qualifications

Qualifications include both executive leadership skills and characteristics that are applicable to all SES positions and the technical or program responsibilities specific to this position.

Eligibility for this position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the responsibilities of this position. The best qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts referencing the Executive Core Qualifications (ECQs) and mandatory technical qualifications (MTQs) listed below. All factors are required, and must be addressed in your application. The mandatory technical qualifications must be met to be rated eligible for the position.

This position has been evaluated to be a Tier B position under the DoD OIG SES Personnel Management and Compensation System.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
The applicant must provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. Demonstrated leadership experience in directing the development and implementation of strategic plans and products to fulfill mission requirements and enhance the agency's overall performance.

2. Demonstrated leadership in conducting program evaluations and utilizing data analysis to improve business processes, programs, and systems and to develop a culture of continuous performance improvement.

3. Demonstrated leadership in organizational assessment and design and workforce planning to improve agency efficiency and effectiveness.

EXECUTIVE CORE QUALIFICATIONS (ECQs):
The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.
1. LEADING CHANGE. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. LEADING PEOPLE. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. RESULTS DRIVEN. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically.
5. BUILDING COALITIONS. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

DESIRABLE QUALIFICATIONS:
1. Experience working in a leadership role at a Federal OIG.

2. Experience working in the Department of Defense at either the Joint Staff or Office of the Secretary of Defense, a DoD Component headquarters, or a Combatant Command headquarters.

Actual salary may vary depending on the scope and the complexity of the qualifications and current compensation of the selectee.
