Summary

About the Position: Serves as a Boiler Plant Operator responsible for start, operate, adjust, stop, maintain, and perform various operational repairs on single or multiple fuel 500 or more horsepower boilers to include a cogenerating heat and power turbine and associated auxiliary and pollution control equipment.
This is an Open Continuous Announcement and will be open for 30 days. The first initial cutoff date is at 14 days and another cut-off will follow if more selections are needed.

Responsibilities

  • As a Boiler Plant Operator, you will be responsible for operating and maintaining single or multiple fuel power boilers to include a cogenerating heat and power turbine and associated auxiliary and pollution control equipment.
  • Through the use of manual, automatic, or microprocessor controls or control systems, you will monitor, adjust, and control all phases of boiler plant operations.
  • You will also use electronic, hydraulic, and pneumatic controls, and zone charts in conjunction with meters, gauges, and computer generated date to determine adjustments or corrections for proper boiler operations or changing load requirements.
  • You will regularly observe and note readings on gauges, meters, detectors, recorders, boiler water level indicators, and computer generated and analog displays to detect danger signals in operations and analyze test.
  • As the operator, you will determine the treatment and chemicals to be used to control chemical concentrations, remove impurities and entrapped gases, or stabilize fluctuating water conditions in the boiler.
  • In some work situations, due to operating pressures or user requirements, you will be required to maintain low water cutouts, high pressure cutouts, and purge type combustion safeties.
  • Perform operational maintenance (e.g., lubricate equipment and power clean water tubes) and repairs of limited to moderate complexity (e.g., replace or repair valves, Gauges, and pumps) on mechanical parts and systems.
  • During the non-heating season, you will be responsible for performing preventive maintenance to heating, ventilation, air conditioning and refrigeration equipment.

  • This position has a requirement to lift up to 50# lbs. unassisted and occasionally items weighing over 50 lbs. in the regular performance of duties.
  • This position requires the incumbent to travel away from the duty station 10% of the time.
  • This position requires rotating shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Selective Placement Factor: This position require the incumbent to possess and maintain a Grade 1 Maryland State Stationary Engineer License., which must be uploaded with application package to be considered for the positon.
  • This position required the applicant to obtain a Boiler Optimization Certification within one year of appointment.
  • This position is part of an Emergency Workforce and requires employee to have his/her name on call back list to work during non-duty hours (including weekends) to support emergency situation or make emergency repairs.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Selective Placement Factors: Applicants will need to meet the Selective Placement Factors along with the Screen-Out Element. Applicants will need to submit copy of their licenses along with the application. Failure to attach licenses will result in an ineligible rating.

WG-10 Level Position:


Must possess a minimum of a Stationary Engineering license, Grade 1 issued by the State of Maryland or the District of Columbia or equivalent license from another state. This is required for the WG-10 level. (Must submit a copy of the Grade 1 Stationary Engineers license with your application package. Failure to attach license will result in an ineligible rating).

AND

In addition to the Selective Placement Factor, you must meet the Screen Out (Element (listed below):

Minimum Qualifications (Screen Out Element): Ability to do the work of a (n) Boiler Plant Operator without more than normal supervision. without more than normal supervision - Failure to meet this Screen out Element will result in an ineligible rating.

You will be evaluated on the basis of your level of competency in the following areas:

  • Physical Effort: Boiler plant workers frequently work in confined areas in and around boilers and support equipment (i.e., auxiliary and pollution control equipment). The work required moderate to strenuous effort and long periods of walking, standing, climbing, bending, and crouching. Workers frequently lift and carry boiler parts and chemical supplies weighing up to 23 kilograms (50 pounds) unassisted and occasionally items weighing over 23 kilograms (50 pounds) with assistance of other workers or weight handling equipment.
  • Working Conditions: Boiler plant workers work indoors and occasionally work outside for short periods where they are subject to prevailing weather conditions. Workers are subject to high temperatures, constant noise, rotating machinery, soot, dirt, grease, chemicals, oil, and fumes in the work area. Boiler plant workers at this level are subject to cuts and abrasions from the use of tools and equipment and burns from acids, caustics, hot water, steam, and contact with piping and boilers. In addition, they work on catwalks and ladders.

Time in Grade is not applicable for this position.

Education
