Summary

The office of the ODNI CFE oversees the management of the ODNI budget, and advises the PDDNI and CMO on all ODNI resource, procurement, and financial matters. The CFE implements and aligns program/budget decisions and ensures funds are legally executed. The CFE is responsible for financial operations that include accounting, audits, financial statements, and internal controls. The CFE exercises the DNI and Director, CIA procurement authorities for contract and procurement activities.

Responsibilities

  • Manage the development of financial management programs, practices, processes, and activities by applying expert knowledge of strategic planning principles that incorporate the vision, mission, and strategic objectives of IC organizations.
  • Maintains frequent communication and collaboration with senior functional managers to ensure resource management staffing and performance levels are adequate based on operational tempo.
  • Oversee the planning, preparation, justification, administration, analysis, forecasting, scheduling, sequencing, and timing of actions necessary to accomplish budgetary, financial, accounting, or auditing activities to ensure cost-effective support of Intelligence Community (IC) organizations and programs.
  • Demonstrate knowledge of Federal Acquisition Regulations principles, concepts, and practices.
  • Monitor and evaluate the progress and outcomes of operational performance plans and identify potential threats or opportunities.
  • Collaborate in the development and coordination of IC and ODNI regulations to improve and standardize financial management processes and procedures to improve the quality of financial reporting.
  • Analyze and report on highly complex issues to senior management. Develop, interpret, coordinate and administer policies and procedures related to ODNI's management of financial, contracting/procurement, and human resources.

Requirements

Conditions of Employment


  • Experience with using resource management information systems to monitor the planning, allocation and execution of appropriated funds.
  • Experience with managing National Intelligence Program or Military Intelligence Program resources.
  • Prior experience serving as a Contracting Officer's Technical Representative or overseeing contract execution.
  • Prior experience transferring funds and supervising the delivery of services to and from other agencies.
  • Demonstrated experience with managing audit readiness. This includes but is not limited to executing an internal controls program in compliance with guidance set forth in the OMB A-123.
  • Education: Bachelor's Degree or equivalent relevant work experience.


Qualifications

  • Extensive knowledge of the IC and its components, missions, and interrelationships, including the superior ability to advise key decision makers regarding key IC financial management issues.
  • Demonstrated ability to plan, prepare, justify, administer, analyze, forecast, and monitor budget/financial information to ensure cost-effective support of organizations and programs, including conducting budget/financial data analysis and assessing financial conditions by applying financial principles, policies, methods, techniques, and systems. Demonstrated ability to provide advice to customers based on financial analysis and recommend possible courses of action.
  • Demonstrated organizational and interpersonal skills; demonstrated ability to build consensus and work effectively and independently in a team or collaborative environment.
  • Demonstrated ability to provide advice to customers, in context of operation requirements bases on financial analysis and recommends possible courses of action.
  • Demonstrated oral and written communication skills, including the ability to produce clear, logical, and concise products.
