Responsibilities

WHAT IS THE OFFICE OF ONLINE SERVICES (OLS) DIVISION? The IRS Office of Online Services was established in 2011, and is dedicated to providing and improving online (web and mobile) self-service tools to taxpayers. OLS creates high value for both the IRS and the taxpayer by continuously improving the irs.gov website and giving taxpayers "self-service" capabilities to obtain needed information and fulfill their tax obligations. The office combines online expertise, data analysis and business knowledge to conceptualize online tools and develop product roadmaps. OLS is responsible for developing handy applications such as IRS2GO (a smartphone application that lets taxpayers interact with the IRS using a mobile device) and Get Transcript (an irs.gov application that allows taxpayers to view a copy of their transcript online). Other applications include tools and calculators that help taxpayers understand and meet their tax obligations.

WHAT DOES A PRODUCT MANAGER DO? The Product Manager is responsible for providing key leadership in driving the development, implementation and ongoing management of IRS' online taxpayer services and application features. You will be managing all activities relative to the primary focus of delivering a valuable and comprehensible online experience for the taxpayer.



As a Product Manager you will:
  • Meet with managers, Executives and IRS Senior leadership to define overall program goals and objectives.
  • Prepare complex action plans and schedules for various phases of program and product accomplishment, both short and long-range; ensure that plans are consistent with Service goals, schedules and policies.
  • Validate recommendations of needed resources with managers of various components of the Service.
  • Establish a system to review, control, and monitor on critical program deliverables.
  • Conduct in-depth analyses of project data, requirements, and impact; identify problem areas and determine how to resolve them; review agency directives, IRM issuances, memoranda, service-wide policy statements, and other written guidelines and recommendations relating to the project.
  • Conduct briefings and prepare comprehensive reports to keep managers or executives advised of program progress and to communicate findings and recommendations.
  • Responsible for developing, establishing, and maintaining adequate processes for review of work products and projects to assure technical and administrative completeness and accuracy.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-15 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: experience serving as a Product Manager (or in a similar position), who is responsible for defining and managing product roadmap definitions, lifecycles and enhancements. This would include experience establishing the current state of products in order to define direction and goals based on customer needs and business requirements; defining desired experiences for key product users; conducting research to determine what new features should be incorporated and developing product performance metrics.

In addition to the above, to be eligible for this position at this grade level, you must have specialized experience with the following: developing and managing web analytics programs; extensive knowledge, understanding and experience with digital/multi-media marketing; experience compiling data from various products and channels for an all-inclusive analysis. Your experience must also demonstrate your ability to develop data visualization techniques (i.e., dashboards); and develop, launch and manage new products and/or 3rd party application programming interfaces (API). You must also have experience in at least two of the following areas: large organizations, finance organizations, customer service organizations and/or the federal government.

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-timework is considered on a prorated basis.
