Responsibilities

The position is located in the Property Management, Employment and Office Services Division, Office of Administrative Services, Chief Administrative Office, USPTO. The branch is responsible for printing and graphics service, forms design, the reproduction program, personal property management, warehouse services, and supply program.

The individual selected for this position will...
  • Apply material handling techniques in storing items providing for easy retrieval, convenience in handling, protection from damage, and ease of movement.
  • Operate forklift trucks and automated material handling and identify equipment to include mobile stock selectors and electromechanical automated equipment.
  • Perform tasks involving processing requests, pulling, packing, and shipping supplies and property.
  • Perform physical perpetual inventory of supplies and property.
  • Be responsible for cleaning the warehouse floor.

Qualifications

Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C . For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

You will be rated on the following Job Elements as part of the assessment questionnaire for this position. This measures knowledge, ability and personal characteristics directly associated with this job:

Element 1: Ability to do the work without more than normal supervision.

Element 2: Ability to inspect.

Element 3: Ability to manage and screen the availability of property and make decisions on the serviceability required before redistribution and skill in making sure the paperwork for acquiring and distributing excess/surplus property is complete and accurate.

Element 4: Ability to interpret instructions.

Physical effort and work conditions: Works on hard surfaces and in work areas that require standing, stooping, bending, and working in tiring and uncomfortable positions. Frequently lifts and carries weights up to 40 pounds. Dexterity and strength are also required occasionally when the employee pushes a cart weighing up to 200 pounds from one building to another, sometimes in crowded quarters. Must lift cart onto or off of an elevator that is not level with the floor. May handle heavier items with weight handling equipment or with assistance from other workers. Assists in loading and unloading trucks.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for specialized experience at this grade level.
