Responsibilities

As a(n) Ethics Program Manger (National Bureau Program Coordinator) within the Office of the Solicitor, Ethics Office located in Washington, DC, some of your specific duties will include:
  • Supervise approximately 7 bureau Deputy Ethics Counselors (DECs) and their teams to provide the full suite of ethics program services to bureau and office employees.
  • Supervise employees that provide authoritative written and verbal advice to all levels of bureau managers and employees on complex issues and problems involving traditional ethics subjects, including but not limited to: outside employment; employee gift acceptance; fundraising; bureau gift authority, obtaining approval for employees to serve, in their official capacity, as officers/board members for outside organizations; lobbying; political activities; use of Government affiliation, official position and title; nepotism; use of government property, time, and information; gambling; and post-Government employment.
  • In coordination with the DEO Training and Education Branch, oversee the effectiveness of bureau ethics training programs, in accordance with OGE and Departmental regulatory requirements, and ensures the training meets the unique needs of bureau managers, scientists, technical personnel, and other employees.
  • May assist in ensuring that ethics training goals for employees are met, to include creating and presenting such training.
  • Oversee the administration of and directs the financial disclosure system for bureau clients to include establishing procedures for collection of the financial disclosure forms and meeting all requirements of the financial disclosure system. This includes responsibility for the public financial disclosure, confidential financial disclosure, timely review and certification, recusals, waivers, and certificates of divestiture.
  • Provide the direct link between bureau director clients and bureau teams within the Departmental Ethics Office responsible for providing ethics program services.
  • Supervise and manage the delivery of ethics programs to bureau clients managing a staff which includes approximately 7 subordinate supervisors and 27 ethics staff (non-supervisory).
  • Work effectively with other bureau and Department of the Interior senior management officials; governmental entities; tribal entities; and with private parties.
  • Provide oversight to bureau ethics programs to ensure quality and consistent service delivery to bureau clients.
  • Collaborate with other branches within the Departmental Ethics Office to implement DEO policies and procedures within the bureau teams.
  • Provide expert liaison with other elements of the Solicitor's Office to ensure expedient and authoritative bureau ethics program service delivery.
  • Supervise and direct ethics program services that balance national and organizational program goals and priorities; develop and utilize innovative issue resolution approaches.
  • Collaborating with ethics officials throughout the Department on the identification and resolution of ethics matters.

Qualifications

GS-15:

To qualify for the GS-15 applicants one year of specialized experience in or directly related to the position to be filled that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. Examples may include: serving as a subject matter expert on a wide range of complex, often unprecedented, and highly sensitive ethics issues that have a significant impact on organizational operations; providing authoritative written and verbal advice to all levels of management and employees on complex ethics issues including conflicts of interests and financial disclosure; developing, administering, and monitoring the effectiveness of ethics training; and developing, implementing, and interpreting ethics policies, procedures, and guidance materials.
