The primary purpose of this position is to serve as an Information Technology (IT) Specialist with responsibility for managing the garrison and tactical Local Area Network/Wide Area Network (LAN/WAN).

Responsibilities

  • Serves as a Network Specialist, incumbent utilizes IT knowledge, skills, and abilities to develop, acquire, implement, and manage the life cycle of IT networks.
  • Satisfy operational requirements and provides technical knowledge along with project management skills for numerous complex and interrelated information technologies.
  • Establishes and maintains solid working relationships with other IT subject matter experts, other government agencies and commercial industry involved in the design and implementation of computer network and communication systems.
  • Participates in CBRN Response Enterprise operations; may deploy to hazardous locations.
  • Planning, analysis, acquisition, design, development, implementation, quality assurance, configuration, installation, integration, maintenance testing, operational integrity, and/or management of networked systems.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, OPM Qualification Standard for Group Coverage Qualifications Standards for Information Technology Management (Alt A) Positions; IT Management Series for GS-2210. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working with network systems design, and operation principles of related computer systems so as to provide services that support the organization's mission requirements; working with highly complex computer technical specialty areas, e.g., local and wide area networking design, management, and control; database management; applications systems design; systems software design and operations; computer hardware configuration, design, and analysis; and information technology (IT) acquisition; and working with work processes, file design, computer hardware, programming language, database capabilities, communications, and related procedure of the program assigned to complete automation assignments.

AND IT-RELATED EXPERIENCE: Which demonstrates the (four) required competencies - Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.

2. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems. Knowledge of complex configuration management techniques and requirements.

3. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.

4. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.

5. Knowledge of information security and assurance and provide solutions that minimum risk to the network and mission. Assist Information Systems Security Officer with development, implementation, and enforcement of Information Assurance policies and procedures.

6. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

ADDITIONAL CONDITIONS OF EMPLOYMENT (CONT)

1. This position is designated Non-Combat Essential and is a KEY position IA W DODD 1404.10. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbent of key positions must be removed from their military recall status if alternative for tilling of the position during an emergency are not available.

2. This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

3. Frequently, incumbent may be required to be on a two or four-hour recall. Incumbent may be required to carry a phone and/or pager (Government furnished). Additionally, Incumbent must participate in any "call back" drills conducted by the organization (unless on approved leave).

4. Work may require travel by military or commercial aircraft or other modes of travel away from the normal duty station to locations within and outside of the Continental United States. Travel may be on very short notice and may be under field conditions.

5. Deployments may expose incumbent to hazardous conditions and potentially life-threatening conditions. Training may be required to prepare the incumbent for extended TDY under field conditions. Special dietary or religious requirements may not be accommodated during TDY or training exercises.

6. As a condition of employment, must be able to don Nuclear, Biological and Chemical (NBC) protective clothing, including a protective mask, unassisted, in the requisite amount of time to ensure the employee's safety, and remain in this posture until conditions are declared safe for removal of protective clothing. Grooming standards must be compatible with all required protective equipment.

7. A pre-employment medical exam is required. The duties of this position require moderate physical exertion involving walking and standing, possible use of firearms, and exposure to inclement weather. This position has deployment requirements for CBRN response IA W NNCI 44-163 and DoDI 6490.07. Selectee must meet the requirements specified on the SF-178 Certification of Medical Examination. Certification of medical readiness is required annually as a condition of employment. Any condition that would cause the employee to be a hazard to him/her or others is disqualifying. The incumbent must immediately report to his supervisor any significant changes in health status and/or medication requirements.

8. Vaccinations and medication necessary to deploy to, and operate in, a Chemical, Biological, Radiological, Nuclear, or High Explosive (CBRNE) contaminated environment are required IA W NNCI 44-163 as a condition of employment. Maintaining a current and medically deployable status is a condition of employment.

9. Employee is expected to have a family care plan in place (if applicable) to allow employee to deploy in as little as 4 hours after notification. Employee's plan must allow for the possibility of deployments of at least 30 continuous days or more.

10. Information Assurance Certification is a condition of employment. This position is rated as an IA T Level 1. Employee is required within 6 months of appointment to obtain the certification that is mandated in I DoD 8570.01-M information Assurance Workforce Improvement Program Change 4, l l/10/2015.
