Responsibilities

The Senior Advisor for Personnel Security and Vetting Policy and Oversight position is located in the Office of the Under Secretary of Defense for Intelligence (OUSD(I)), Director for Defense Intelligence (Counterintelligence, Law Enforcement, & Security) (DDI(CL&S)). The Senior Advisor for Personnel Security and Vetting Policy and Oversight will develop policies and oversee implementation within the DOD Components of national and DoD-level personnel security and vetting policies; the development of policies and conduct of oversight programs related to insider threat and personnel, information, industrial, and physical security, to include Special Access Programs (SAP), Sensitive Compartmented Information (SCI), critical programs and controlled unclassified information. Major duties and responsibilities will include but are not limited to the following:
  • Formulates DoD policy governing the personnel security and vetting practices and procedures of all DoD assigned programs and ensures DoD policies and procedures reflect a risk managed approach that enables rapid transformation across the DIE and DSE.
  • Performs oversight of the Division's staff support to produce timely and quality products for the DOI (CL&S), USD(I), Office of the Secretary of Defense (OSD) staff, DoD Components and the national security and insider threat communities, including oversight of OUSD(l)'s unauthorized disclosure office, OUSD(l)'s responsibilities in the Committee on Foreign Investment in the US program, and any responses to Congressional, GAO, FOIA, and press information requests.
  • Ensures all DoD and Federal personnel security and vetting policies, guidance, and oversight integrate and align with DoD, Intelligence Community and national policy and direction to ensure consistency.
  • Represents DoD by interfacing directly with the Executive Office of the President, the Security, Suitability, and Credentialing Performance Accountability Council(PAC), the Congress, federal agencies, the Intelligence Community, the DoD contractor community, the Defense Industrial Base, and foreign government national security representatives and participating in international, national, and interdepartmental committees,forums, and working groups.
  • Oversees the development of relevant requirements and priorities for PSV, the Military Services, and Defense Agencies (Combatant Commands, OSD, Joint Staff, Field Activities, etc.) at each stage of the Planning, Programming, and Budgeting System (PPBS) and the Capabilities Programming & Budgeting System (CPBS) processes. Maintains executive level cognizance of congressional, ODNI, and DoD budget activities, to include both the Military and National2Intelligence Programs to support the development, resourcing, and execution of the DoD Security and Insider Threat Portfolios.

NOTE: All Intelligence executive level positions require Joint Duty credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for almost any rotational assignment to another Intelligence Community (IC) component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) as long as the assignment was at the Band 3 (GS 11 to GS 13) level or above and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty Credit.

Employees without Joint Duty credit may apply for the position and can be considered. If selected a waiver would be required prior to final appointment. IC seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications and other qualifications, if applicable.

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statements to no more than two pages per technical qualification.

1. Expert knowledge of personnel security and vetting community organizations and their functional relationships, programs and policies.

2. Demonstrated ability to successfully conduct and oversee information, industrial, and physical security, to include SAP, SCI, critical programs, and controlled unclassified information.

3. Demonstrated knowledge of statues, regulations, Executive Orders and policies related to national and defense security.
