Summary

The Office of the Director of National Intelligence (ODNI), Chief Operating Officer (COO) has the responsibility and authority for supervising, coordinating, providing guidance, and administering the Director of National Intelligence's (DNI) direction to the ODNI, as well as providing guidance to the ODNI centers. This includes integrating and synchronizing policy, plans, positions, procedures, and cross-functional issues.

Responsibilities

Please note: The duty location for this position can be in the either McLean or Bethesda site.

Prepare, analyze, and forecast budgetary and financial information to evaluate continual change in program plans and funding and their effect on financial and budget program milestones.

Analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions under uncertain conditions or due to short and rapidly changing deadlines, guidance, or objectives.

Determine the financial implications of strategic and capital, lifecycle, and infrastructure planning, investment control, policy enforcement, and management throughout the financial life cycles (i.e., planning, programming, budgeting, execution, and evaluation) within or between IC organizations.

Conduct budgetary and financial data analyses and the assessment of financial conditions by applying financial principles, policies, standards, methods, techniques, controls, and systems to solve a variety of financial management problems.

Collect, research, and analyze comprehensive and substantive financial information that includes any area of budgeting, accounting, auditing, financial planning, and financial reporting to develop reports, testimony, briefings, and talking points for senior DNI leadership, the Office of Management and Budget, or Congress.

Bachelor's Degree or equivalent relevant work experience. 24 hours of finance, accounting or other relevant business courses.

Qualifications

Basic ability to prepare, justify, administer, analyze, forecast, and budget resources to ensure cost-effective support of organizations and programs, including conducting budget or financial data analysis and assessing financial conditions by applying financial principles, policies, methods, techniques, and systems.

Able to plan and conduct a variety of assignments, assessments, examinations, or investigations with guidance.

Basic ability to provide advice to customers (sometimes external to the organization), in context of operational requirements and based on financial analysis; recommends possible courses of action.
