Responsibilities

  • Provides advice, technical assistance and policy guidance to managers and legal staff on disciplinary and adverse actions, performance management, performance-based actions, appeals, employee benefits and leave administration.
  • Provides advisory service to management concerning the most difficult and sensitive disciplinary and adverse actions as well as appropriate alternatives to formal disciplinary action.
  • Serves as a technical expert in the area of performance management, leave administration, employee benefits, drug free workplace program and civilian employee assistance program
  • Develops and conducts training on discipline, to include the doctrine of progressive discipline, regulatory and statutory requirements for initiating and effecting such actions employee rights, management rights, employee representative rights.

QUALIFICATIONS: In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized Experience required: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level NH-02. Specialized experience is defined as: Experience providing technical advice and consultation services to managers and customers on labor and employee relations (LER) actions (e.g., grievances, contract negotiations, conduct, disciplinary actions, performance based actions, alternative dispute resolution, etc.); and negotiating agreements and defending the organization against allegations of unfair labor practices, and grievances.

Education cannot be substituted for experience.
