Summary

This position is located in the Office of the Secretary, Office of the Executive Secretariat. The Executive Secretariat is the central coordination point in the Department of Transportation (DOT) responsible for ensuring proper and expeditious action on all correspondence addressed to the Secretary, Deputy Secretary, and the Executive Secretariat.

Responsibilities

As a Writer-Editor you will:
  • Evaluate the content, format, and organization of all incoming correspondence and documents addressed to the Secretary, Deputy Secretary and the Executive Secretariat.
  • Demonstrate technical writing and editing experience at the executive level and follows current government guidance on writing styles and format. Similarly, the employee reviews the Department's writing policies and identifies and recommends changes to policies, or development of new guidance.
  • Participate in conferences and meetings regarding plain language and attends other Federal agencies' and the Department's Executive Secretariat meetings.
  • Maintain liaison with subject matter experts throughout the correspondence process. Assist in resolving conflicts of technical or substantive nature.
  • Assist with monitoring and tracking the Department's advisory committees. Assist with the administrative guidelines on committee management operations and reviews all charter and membership materials for conformity with the Federal Advisory Committee Act and departmental standards.

The ideal candidate for this position is self-reliant and motivated in providing guidance to staff and have expertise in English grammar, spelling, and punctuation to effectively compose, edit and write correspondence. This position is located in the DOT building, which sits directly across the street from the metro and blocks away from the National's Baseball stadium. OST has flexible work schedules.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07, it must include:
  • Experience proofreading written material to ensure compliance with established format and agency/organizational policy, and exercising discretion as to form, content, and tone of written documents.


To qualify for the GS-09 on Education alone, you must have:
  • At least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.
  • You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.


To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include:
  • Experience proofreading written material to ensure compliance with established format and agency/organizational policy, and exercising discretion as to form, content, and tone of written documents.
  • Experience editing the work of others by applying appropriate rules of grammar and style, format, organization, spelling, syntax, punctuation, parallel construction, correlation of parts, and consistency.

To qualify for the GS-11 on Education alone, you must have:
  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
  • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify on for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS- 11, it must include:
  • Experience performing quality control reviews for the proper content, presentation, clarity of expression, interpretation, and format explanation for correspondence and documents.
  • Experience analyzing, tracking, and assigning office correspondence and providing advisory services to staff members on correspondence management and procedural guidance, operations, and practices.

You cannot qualify on education at the level, you must have experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
